BRIEF JOB DESCRIPTION: This is a professional services and scientific position in environmental hydrogeology and includes managing the petroleum remediation program in the Departments Eastern Maine Regional Office. Responsibilities include analyzing geologic data conducting site investigation and remediation preparing and publishing findings and/or recommendations and overseeing all aspects of an environmental hydrogeologic project or program. The position also provides hydrogeologic support to other programs including RCRA Solid Waste Uncontrolled Sites Brownfields VRAP and PFAS programs. This position collaborates with staff throughout the Department to investigate and remediate contaminated sites to the satisfaction of the Commissioner. This position involves serving as a working supervisor responsible for assigning tasks and overseeing work carried out by staff. Work is performed under administrative direction.

REPRESENTATIVETASKS:

  • Provides hydrogeologic oversight and remediation of sites where soil groundwater surface water and indoor air have become contaminated.
  • Develops conceptual site models to establish riskbased cleanup goals that are protective of human health and the environment.
  • Plans and conducts hydrogeologic investigations of petroleum spill sites and proposed construction or waste disposal sites to determine the extent fate and transport of contamination in soils and groundwater and to determine cost-effective and technically appropriate solutions for remediation.
  • Evaluates/analyzes reports and proposals describing soil and groundwater contamination at oil spill sites hazardous waste sites and solid waste landfills.
  • Oversees and documents soil and groundwater remediation at contaminated sites.
  • Supervises and oversees the work of subordinate staff. Hires coaches guides and evaluates the work of subordinate staff.
  • Analyzes and displays geologic and environmental data using databases spreadsheets GIS and other data analysis tools.
  • Writes technical reports and memos to provide findings conclusions and recommendations.
  • Writes and reviews regulations policies procedures and guidelines.

MINIMUMQUALIFICATIONS: An eight (8) year combination of education and/or professional experience in geology or a related field.

LICENSING/REGISTRATION/CERTIFICATIONREQUIREMENTS: (These must be met by all employees prior to attaining permanent status in this class): Licensed as a Maine Licensed Geologist by the Board of Licensure of Geologists and Soil Scientists.

Preference will be given to candidates with the following skills and experience:

  • Demonstrated experience in oral and written communication of technical information to a wide variety of audiences including presentations in public forums.
  • Experience with GIS mapping and electronic data management skills.
  • Demonstrated experience bringing groups particularly project teams of technical staff to consensus.
  • Demonstrated experience coordinating work efforts with other government entities (towns other state agencies or federal agencies).
  • Ability to identify and analyze problems reach logical conclusions and make sound cost-effective decisions.
  • Ability to manage projects and personnel to meet project deadlines.
