1The Procurement team lead is part of the International SCM team supporting the Manufacturing Business. This role reports to the Regional SCM Manager for Manufacturing and is responsible for the development and execution of in-country Procurement category strategies sourcing negotiations and commercial evaluations for Chevron Japan Limited (Oronite).Responsibilities for this position may include but are not limited to:
Manage all the Procurement Categories for Manufacturing:
Purchase of Raw Materials Components Logistics/Tolling services MRO materials Plant services Products & Technology services and maintaining supply/ service contracts.
Category analysis: Conduct supply market analysis and market benchmarking.
Develop annual category and contracting plans that are aligned with business plan objectives.
Develop procurement strategies to execute sustainable cost savings for the business.
Sourcing and negotiation: Utilize strategic sourcing process and techniques to ensure competitive advantage and leads negotiations by applying appropriate negotiation strategies and tactics.
Develop and implement contracts with integration of key suppliers: Develop transition plans and oversees implementation of new contracts in conjunction with relevant business experts.
Optimizes the use of right spend channels to improve efficiency. Develops Procurement(P2P) metrics to track process effectiveness efficiency and costs.
Responsible for Supplier Qualification (SQ) process including Compliance assurance and supplier site evaluations.
Supplier performance monitoring: Develop mechanisms and metrics to hold suppliers accountable for performance and delivery.
Ongoing supplier and contract management: Develop supplier relationships to ensure that cost reduction value creation and innovation are ongoing activities.
Provides functional guidance to the business stakeholders and drives P2P compliance.
Executing end-to-end procurement process in alignment and compliant with the company policies and procedures.
Acts as a procurement advisor providing category guidance and implementation of global/regional initiatives at a local level.
Provide advice and consultation to business stakeholders on procurement and contract management policies.
Support Regional SCM Manager in driving cost management initiatives and special projects.
Work collaboratively as a business partner to explore and implement any cost savings and/or efficiency management opportunities.
Regularly communicates plans and progress with stakeholders and leaders to ensure alignment and influence the broad adoption of cost reduction strategies.
Leverage technologies or data analytical platforms to enhance procurement performance and process efficiency.
Drive synergy and enterprise sourcing initiatives.
Leadership and Organizational Capability:
Develops and manages Operating Expense budget & Organization Capability development plans for Japan SCM team.
Set objectives goals expectations and metrics for the Procurement team in alignment with business plan.
Required Qualifications
Bachelors degree in Engineering Business Procurement/Supply Chain Management related fields.
At least 10 years experience in Procurement/Category Management with the Oil & Gas Pharmaceutical Chemical industries or other related Businesses.
Category Management and Procurement experience in a plant environment (i.e. Terminal Chemical Plant Refinery etc.) will be a plus.
Have an in-depth understanding of Category Management with experience in category planning contract management supplier management and possess strong negotiation skills.
Experience in developing / applying total cost ownership (TCO) should-cost modeling and other category management techniques in strategic sourcing.
Demonstrates ability to identify new opportunities challenge the status quo and drive change.
Possesses strong analytical project management change management influencing communication and presentation skills.
Good team player and strong drive for performance and results. Demonstrated record of consistent and reliable execution of work plans.
Excellent written verbal communication and presentation skills. English proficiency (business level).
E-Procurement knowledge SMART by GEP / SAP capability is a plus.
