    QUALIFICATIONS

    1. Bachelors degree in Accounting or Business Management Masters degree preferred
    2. Three years experience in Finance Governmental or auditing; school district accounting preferred
    3. Minimum of one year supervisory experience in related area in an office with considerable public contact
    4. Experience developing and managing large budgets
    5. Experience working with Uniform System of Financial Records (USFR) School Finance and Federal Compliance 2 CFR 200 preferred
    6. Proficiency in accounting and related software applications including PowerPoint MS Office and strong Excel skills.
    7. Ability to obtain a valid Arizona IVP Fingerprint Clearance Card

    Or an equivalent combination of experience education and/or training that demonstrates desired knowledge skills and abilities as the Superintendent/Designee may find appropriate and acceptable

    PRIMARY DUTIES AND RESPONSIBILITIES
    The Director of Finance is responsible for providing sound fiscal management in the operation of District financial matters including the development and management of the District budget controlling all the financial transactions of the District ensuring that all revenue and expenditures are properly recorded and accounted for and preparing pertinent reports on the financial condition of the District.

    1. Provide daily leadership and direction for the development operations services and continuous improvement of the business office department.
    2. Responsible for managing the activities and performance of office personnel cultivating a collaborative solution-oriented culture in the department.
    3. Analyze implement and administer the budget and all district financial activity including handling of all funds accounting requirements and reporting procedures in compliance with all laws regulations and requirements.
    4. Establish and direct short-term and long-range financial plans consistent with school system philosophy and in accordance with Arizona Revised statutes and the Uniform System of Financial Records (USFR).
    5. Establish and maintain appropriate financial records and reporting including the oversight ofexternal bank accounts and the County Treasurers receipts/disbursementsin compliance with the Uniform System of Financial Records (USFR)
    6. Prepare District Revenue and Expenditure Budgets Comprehensive Annual Financial Reports including theAnnual School District Expenditure Budget and other federal state and private project/grant budgets and reports related to the districts finances aligned with regulations and statutory deadlines.
    7. Review assigned expenditure account codes and sub-approve purchase requisitions.
    8. Review and approve expense vouchers and payroll vouchers for payment of goods and services received by and for the district.
    9. Monitor and approve adjusting journal entries to the general ledger.
    10. Perform monthly cash reconciliation with the County Treasurer to ensure proper cash flow for the essential function of the position.
    11. Establish policies and accounting procedures as they relate to the department and maintain accurate records and internal controls throughout the district.
    12. Stay informed of new or changing federal or state laws including Arizona Department of Education programs regulations and those affecting financial transactions and reporting.
    13. Monitor financial statements and provide financial guidance support and protocols to assist schools and departments in developing and maintaining their site-based budgets.
    14. Prepare and present updates and reports to the Superintendent and Governing Board concerning the financial status of the District.
    15. Monitor cash flow formulate forecasts and direct the investment of surplus funds.
    16. Work closely with County officials in establishment of property tax rates.
    17. Review and monitor Federal and State grants; and Federal Impact Aid program aligned with requirements and regulations.
    18. Direct the financial related efforts of bond and any budget override elections including coordination with consultants legal counsel and State/County officials in preparation of documentation.
    19. Develop and maintain a system of property control for district land buildings and improvements.
    20. Serve as coordinator for all phases of District financial audits including review evaluation and implementation of audit recommendation.
    21. Review and evaluate the District casualty/liability insurance program and recommended insurance records and oversee insurance-related functions.
    22. Conduct cost studies prepare special financial reports for various government agencies and prepare other reports as directed by the Superintendent.
    23. Ensure compliance with Governing Board and applicable state and federal regulations policies and procedures relating to district finance and school business management including the Uniform System of Financial Records (USFR) district-wide as prescribed by the Arizona Auditor Generals (AG) Office and the Arizona Department of Education (ADE).
    24. Ensure the execution and implementation of sound financial management practices to guarantee purchase of good quality supplies services and materials at competitive prices.

    While performing the duties of this job the employee is required to reach with hands and arms sit stand walk stoop and bend as necessary. The employee maylift carry push pull or otherwise move objects weighing a minimum of 10 pounds and could occasionally lift or move up to 20 pounds. The employee will read correspondence and computer screens and use the telephone.

    WORK ENVIRONMENT
    Indoor office environment. This position regularly works indoors. The noise level in the work environment is quiet to moderate and may become excessively noisy at times. Will have substantial contact with staff and the public.

    ORGANIZATIONAL RELATIONSHIPS
    The Director of Finance reports to the Superintendent and serves as a member of the Cabinet. The Director of Finance will interact cooperatively with all other staff positions. All elements of good human relations will be practiced.

    TERMS OF EMPLOYMENT
    SALARY: $85000 annual
    WORK YEAR: 12 Month Contract
    EXEMPTION STATUS: Exempt
