Our Track Engineering department within the Engineering and Safety Division is seeking a Senior Manager Engineering Track to join our collaborative team. Reporting to the Director Engineering Track you will play a key role in overseeing the engineering assurance and track standards development portfolio for both heavy rail and light rail transit systems. You will also lead theengineeringinitiatives that support the safe reliable and efficient delivery of Track State of Good Repair programs.

What will I be doing
  • Oversees the development implementation and management of departmental programs and initiatives and monitors alignment and support of overall corporate strategies.
  • Creates and manages the strategic direction for Track and Structures by:
    • Developing initiating executing and evaluating business cases for strategic initiatives related to the delivery of Rail Corridor Track and Structures upgrades.
    • Ensuring business case justifications have minimal impact on Metrolinx and GO Transit railway operations and are aligned with project scope schedule quality and budget objectives and in compliance with corporate standards guidelines policies and procedures.
  • Directs delivery of GO Transit owned rail corridor asset upgrades and improvements.
  • Oversees research recommends develops and/or implements revised or new standards procedures specifications and processes; ensures integration across the organization to improve operation efficiency design standards customer service guidelines and safety.
  • Directs monitors and approves Branch performance metrics for track and structures maintenance and rehabilitation programs.
  • Leads Engineering group to implement Regional Express Rail (RER) from an infrastructure project into full operational mode; provides technical engineering and functional support to program delivery groups.
  • Collaborates with and supports key stakeholders for RER specific strategic program design and planning.
  • Communicates regularly with various internal and external stakeholders partners government representatives third party vendors and contractors to advise educate negotiate and/or persuade on issues within scope of responsibility.
  • Represents Metrolinx in the resolution of contractors and consultants disputes/claims arising from project undertakings (e.g. contractual dispute settlements pre-litigation undertakings out-of-court settlements and legal proceedings conducted by the appropriate judicial court system)
  • Approves consultant studies and design proposals and provides guidance and recommendations for successful implementation.
  • Oversees development and practice of appropriate internal and external management control systems that maximize safety environmental sensitivity and expense accountability.
  • Recommends and maintains guidelines and best practices for track engineering
  • Identifies opportunities to improve the services and support provided by the Rail Corridors department to the Capital Infrastructure division responsible for the delivery of the Regional Express Rail expansion program.
  • Establishes processes controls and measures to ensure appropriate expense allocation cost management and overall fiscal responsibility in partnership with the Sr. Finance & Contract Specialist Rail Corridors Rail Corridors Sr. Financial Officer
  • Manages and delivers effective railway infrastructure rehabilitation and maintenance within the rail corridor in partnership with the Capital Projects Group and operational departments.
  • Supports the Capital Projects Group by utilizing experience and knowledge of rail corridor conditions and standards requirements to substantiate requests for future funding from the Ministry of Transportation (MTO) for proposed plant rehabilitation/expansion programs.

  • Manages a large department through subordinate supervisors; typically supervises more than 15 skilled and professional employees within the Rail Corridors department.
  • Provides effective senior leadership oversight and direction to staff and project teams (e.g. defines team member roles responsibilities and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; manages staff and monitors work assignments for adherence to timelines; monitors the achievement of performance objectives; develops and implements action plans to address performance gaps.

    What Skills and Qualifications Do I Need

  • Completion of a degree in Engineering or a related discipline or a combination of education training and railway experience deemed equivalent.
  • Valid . designation in the Province of Ontario is preferred.
  • Demonstrated experience related to design engineering and construction of railway passenger heavy or light rail transit systems.
  • Demonstrate a high level of understanding and knowledge of business processes regulatory requirements and interdependencies within the agency as they relate to the Track asset class and area of responsibility.
  • Knowledge of Industry Track Standards and ability to interpret and explain requirements to various internal and external parties.
  • Demonstrated experience in railway engineering management including the management of large technical teams railway operations and field experienceassociated with track engineering rehabilitations inspections and maintenance programs
  • A valid Ontario Class G drivers license is required to travel to various site locations meetings operational facilities etc. (approximately 10%).Must meet and maintain the corporate standard for a good driving record.
  • Knowledge of the Employment Standards Act and the Occupational Health & Safety Act to monitor and manage employee and contractor risk during execution ofsystem maintenance and upgrades.
  • Knowledge of rules and regulations established by Transport Canada (TC) American Railway Engineering Maintenance of Way Association (AREMA) American Passenger Transportation Association (APTA) Ontario Provincial and Municipal standards; various building codes contract safety and environmental legislation
  • Advanced experience-based knowledge of the maintenance of heavy rail track and commuter rail systems structures and associated plant infrastructure
  • Knowledge of railway engineering best practices and procedures for track maintenance and rehabilitation.
  • Project management and coordination skills tomanages the delivery of rail corridor maintenance and rehabilitation identified in the annual capital budget through project activities.
  • Procurement processes and vendor management skills to review and approve consultant and design proposals and make recommendations for successful implementation.
  • Analytical and problem-solving skills to overseecontractor rail corridor inspection and program maintenance activities lead and oversee feasibility studies andrepresent Metrolinx in the resolution of contractors and consultants disputes / claims arising from project undertakings.
  • Negotiation and political acuity to protect future MTO funding allocations impacting proposed plan rehabilitation and/or expansion programs.
