Job Summary

    POSITION SUMMARY/CLASS DESCRIPTION

    This is legal work at the full performance level. Work includes prosecuting cases on behalf of the State of Maryland in Howard County Circuit and District Court.Legal work at the advanced performance level in the States Attorneys Office. Performs professional legal work prosecutes cases on behalf of the State of Maryland in Howard County Circuit and District Courts may include supervisory responsibilities.

    ***This is a State Authorized Exempt position and is ineligible for membership in a collective bargaining unit.***

    STARTING SALARY IS $85796 ANNUALLY/$41.25 HOURLY

    CLASS DESCRIPTION:
    Performs professional level legal work at the entry level. Work includes assisting experienced attorneys in the practice of criminal or civil law and demonstrating proficiency in the independent handling of routine legal matters.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other duties may be assigned.

    • Reviews prospective criminal cases in order to determine adequacy of legal charges; prepares charges for criminal cases.
    • Interviews witnesses conducts legal research summons witnesses obtains documents and otherwise prepares cases for criminal prosecution; prosecutes cases and is an advocate on behalf of the State of Maryland in Howard County Circuit and District Courts.
    • Participates in screening of felony cases at the Circuit Court level; identifies and assesses whether further investigation is needed.
    • Answers inquiries from the public and governmental agencies.
    • Provides legal advice to District Court Commissioner Howard County Police Department and Maryland State Police.
    • Provides advice and written legal opinions recommendations and decisions on complex legal matters.
    • Reviews current statues periodicals cases and publications pertaining to recent developments in criminal law; trains and supervises law students and interns assigned to the office; attends intra- and inter-divisional staff conferences.
    • Responds to judicial inquiries and maintains working relationships with Judges and court personnel.
    • Prepares indictments petitions pleadings and legal memorandum in complex criminal cases.
    • May prepare and analyze monthly and quarterly statistical reports.
    • May be required to instruct in the Howard County Police Academy.
    • May act as a liaison between the States Attorneys Office and other agenciesorganizations and committees working in the criminal justice system.
    SUPERVISORY RESPONSIBILITIES:
    This job has no supervisory responsibilities.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Law Degree and admitted to the Maryland Bar in good standing.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    • Knowledge of the principles and practices of criminal prosecution and court law and practices.
    • Skill in interviewing and prosecutorial techniques.
    • Skill in word processing and database programs.
    • Ability to express ideas clearly and effectively both orally and in writing.
    • Ability to establish and maintain effective working relationships with others.
    • Ability to exercise good judgment in deciding when to act independently and when to refer situations to a higher authority.

    LANGUAGE SKILLS MATHEMATICAL SKILLS AND REASONING ABILITY:
    • Ability to read analyze and interpret legal and technical documents statutes regulations and case law.
    • Ability to write legal documents memoranda letters reports business correspondence and procedure manuals.
    • Ability to effectively present information and respond to questions from clients the legal community and the general public.
    • Ability to calculate figures and amounts such as discounts interest commissions proportions and percentages.
    • Ability to define problems collect data establish facts and draw valid conclusions.
    • Ability to interpret an extensive variety of technical instructions and deal with several abstract and concrete variables.

    Admitted to the Maryland Bar.
