    POSITION SUMMARY:

    Warren City Schools seeks a compassionate organized and collaborative Family Housing Navigator to support families experiencing homelessness in Trumbull County and student parents enrolled in the districts GRADS (Graduation Reality and Dual Roles) program. This position will work closely with district staff homeless shelters and community partners to promote housing stability ensure continuity of school attendance and coordinate comprehensive supports that remove barriers to student success. The Family Housing Navigator serves as a critical liaison between families schools and housing systems to help families access safe decent and affordable housing while supporting educational stability and well-being for students.

    MINIMUM QUALIFICATIONS:

    1. Experience working with families experiencing homelessness at-risk youth or vulnerable populations.
    2. Knowledge of the McKinney-Vento Homeless Assistance Act and issues impacting homeless students and families.
    3. Strong interpersonal organizational and communication skills.
    4. Ability to work collaboratively with schools and community agencies.
    5. Ability to maintain confidentiality and professional boundaries.
    6. Valid Ohio drivers license and reliable transportation.

    PREFERRED QUALIFICATIONS:

    1. Bachelors degree in Social Work Human Services Counseling Education Psychology or a related field or Masters degree in Social Work Counseling or related field.
    2. Licensure (LSW LPC or equivalent) in the State of Ohio.
    3. Experience in housing navigation case management or school-based social services.
    4. Knowledge of local housing resources and Continuum of Care systems.
    5. Bilingual abilities.

    KNOWLEDGE SKILLS AND ABILITIES:

    1. Knowledge of housing systems community resources and social service networks.
    2. Understanding of trauma-informed strengths-based and culturally responsive practices.
    3. Ability to assess needs and develop service plans.
    4. Strong advocacy and problem-solving skills.
    5. Ability to manage multiple cases and priorities.
    6. Effective written and oral communication skills.
    7. Proficiency with data systems documentation and basic office technology.
    8. Ability to work independently in community settings and as part of a multidisciplinary team.

    ESSENTIAL DUTIES AND RESPONSIBILITIES:

    The Family Housing Navigator will:

    1. Serve families experiencing homelessness and unaccompanied youth identified under the McKinney-Vento Act as well as student parents enrolled in the GRADS program.
    2. Collaborate with counselors administrators social workers school-community liaisons and other district staff to support student attendance engagement and family stability.
    3. Provide intensive care coordination to connect families with school-based and community-based services.
    4. Participate in weekly McKinney-Vento partnership meetings and other interagency meetings to ensure alignment of services and timely referrals.
    5. Conduct comprehensive assessments of family and student needs including housing psychosocial educational childcare health and mental health needs.
    6. Develop individualized service plans and housing stabilization plans in collaboration with families and partners.
    7. Assist families in navigating housing options and applications including emergency shelter transitional housing permanent housing public housing and rental assistance programs.
    8. Advocate on behalf of families with landlords housing providers and agencies to secure safe decent and affordable housing.
    9. Support continuity of school enrollment and attendance during periods of homelessness and housing transition in accordance with McKinney-Vento requirements.
    10. Provide targeted support to student parents in the GRADS program including coordination of childcare parenting resources and academic supports.
    11. Respond to urgent housing or family crises and coordinate emergency services as needed.
    12. Facilitate access to transportation and other logistical supports that remove barriers to school attendance and service engagement.
    13. Build trusting relationships with families using trauma-informed culturally responsive and strengths-based practices.
    14. Serve as a liaison between families shelters housing providers and the school district to ensure clear communication and coordinated service delivery.
    15. Maintain accurate timely and confidential documentation of services referrals and outcomes in accordance with district state and federal requirements.
    16. Collect data and assist with reporting for program evaluation grants and compliance purposes.
    17. Participate in professional development and trainings related to homelessness housing systems youth and family services and trauma-informed care.
    18. Provide input to district leadership on policies procedures and practices impacting homeless and highly mobile students.
    19. Perform other duties as assigned to support the mission and goals of Warren City Schools.
    20. Abide by the rules regulations policies and procedures of the Warren City School District Board of Education.
