Your Role:

The First Deputy Commissioner (FDC) will oversee several divisions across the agency supervising approximately 470 staff members across multiple offices including Finance and Administration Compliance and Risk Management and Housing Access and Stability.

The First Deputy Commissioner must exercise the highest degree of judgment on matters concerning agency policy and operations. The FDC will be deeply involved in major projects related to executing the agencys priorities operations within and/or outside their portfolio with a focus on projects that involve multiple agencies and City Hall.

The First Deputy Commissioners responsibilities will also include:

-Proactively identifying areas for operational improvement and ensuring implementation of needed actions to support the goals of the Administrations housing plans and the strategic plans of the agency.
-Representing the Commissioner at public events including town hall meetings hearings and community events.
-Serving as the Commissioners liaison to City agencies that include the Departments of Investigation Buildings Citywide Administrative Services Social Services and Finance along with the Offices of Management and Budget Labor Relations and Emergency Management and other local state and federal entities.
-Leading strategic efforts across agency offices to set priorities for shared resources.
-Working collaboratively with HPD attorneys to ensure appropriate handling of procurement and contractual matters conflicts of interest disciplinary and equal opportunity issues.
-Analyzing and improving HPDs operations to ensure compliance with applicable federal state and local laws and regulations.

Qualifications :

1. Bachelors degree from an accredited college and 4 years of satisfactory experience
of a nature to qualify for the duties and responsibilities of the position at least 18
months of which must have been in an administrative managerial consultative or
executive capacity or supervising personnel performing activities related to the
duties of the position; or

2. A combination of education and/or experience equivalent to 1 above.
However all candidates must have the 18 months of administrative managerial
executive consultative or supervisory experience described in 1 above.
