Pacific Asian Consortium in Employment PACE was originally formed in 1975 to serve the employment needs of Los Angeles growing AAPI refugee community. With an initial grant from the City of Los Angeles PACE offered job training and placement services eventually broadening our job creation programs into the San Gabriel Valley and South Bay area. Overtime we realized that the most fundamental needs of our communities couldnt be adequately addressed through job training and employment services alone. We decided to expand our services to better address the issues of poverty and inequality faced by Angelenos across all ethnic and racial groups. PACEs Downtown/Pico Union WorkSource Center provides comprehensive services for job seekers and employers including counseling training and supportive services. Visitors to the center can access workshops a computer lab and personalized employment counseling. We also offer on- and off-site training programs and specialized services for veterans and older adults collaborating with community-based organizations government agencies colleges schools unions and employers of all sizes.
SUMMARY
PACE is seeking an dedicated and experienced BUSINESS SERVICES REPRESENTATIVE to join our WorkSource Center and team! Under the direction of the Program Director of the Westlake WorkSource Center a PACE managed project the Business Services Representative will be responsible for business partnerships and placement services tailored to meet the contracted performance goal.
POSITION RESPONSIBILITIES
A. Under the supervision of the Program Director the Business Services Representative will ensure the Business Development Performance:
- Outreach and market to local businesses public schools community colleges community-based organizations and growth sector industries in the local downtown/Pico Union community per program year to identify short and long-term business service growth sector (Healthcare and Green) and workforce needs build long-term working relationships and provide ongoing business service.
- Attain a minimum of 80 City of Los Angeles approved business service credits per Program Year through the Skills match entry (Serving a minimum of sixty-five different businesses). Create and maintain files for each of the businesses served including documentation of services.
- Provide a minimum of two hundred (200) positive job placements for WIA customers job seekers and develop positive recruitments for Westlake WorkSource Center per program year to achieve job placement. Job placements must meet all benchmark measures as contracted.
- Enter and maintain data on businesses served by WorkSource Center into various databases (City electronic system) to document complete and accurate services provide. Enter job orders match job ready customers with jobs in accordance with the initial assessment obtain prompt feedback on referrals verify employment and audit or minimize the use of job holding. Help customers to use the Citys and States electronic systems.
- Provide information to the business community through coordination with the Citys Enterprise Zone and Empowerment Zone program representative local Los Angeles business Assistance Program (LABAP) providing a directory of business services available within the City access to job applicant data base referral services labor market information contracting for workplace-based training (OJT and customized training) tax credit information fee or licensing information business assistance access to business assistance networks such as but not limited to U.S. Small Business Administration local offices Los Angeles Economic Development corporation Valley Economic Development Corporation local chambers of commerce and other appropriate business development and economic development associations and organizations.
- Provide and promote all services noted in the standard menu of business services as defined by the Standard Menu of Services.
- Assist the City in providing pre-layoff orientation when requested by the city to explain program services to impacted employees in conjunction with employers or labor organizations in the event of closures of plants or facilities and to encourage participation in early intervention programs.
- Communicate all leads and information obtained regarding business closures and layoffs to the City Rapid Response Unit and shall participate in the provision of rapid response services only at the request and under the leadership of the City Rapid Response Unit.
- Provide businesses with access to technical advice regarding working with special populations including but not limited to disabled worker older worker immigrant population welfare recipients and the homeless population.
- Participate in monthly regional implementation forums scheduled technical assistance sessions and scheduled system-wide WorkSource Business Team sessions.
- Oversee the business services model implementation at Downtown/Pico Union WorkSource Center.
- Attend and participate in assigned Continuous Quality Improvement Teams as well as actively support and participate in activities related to the Centers certification process.
- Assist in meeting agencys Universal Access performance goal by scheduling events and meetings that would result in bringing new customers to Downtown/Pico Union WorkSource Center.
- Develop enhance and maintain job bank for Downtown/Pico Union WorkSource Center
- Complete City of Los Angeles LEGACY training program.
- Perform other duties as assigned.
QUALIFICATIONS
- Bachelors degree in business Marketing Social Service or related field. Equivalent work experience (4 years) in sales public relation marketing or related may be considered in lieu.
- Ability to work evening and weekend hours as needed
- Bi-lingual and fluency in Spanish KoreanChinese or other language is preferred
KNOWLEDGE AND SKILLS
- Knowledge of Workforce Industry
- Knowledge of Continuous Quality Improvement (CQI)
- Excellent communication and written skills
- Proficient in a Windows PC environment and Microsoft office 360
- Knowledge with databases i.e. Salesforce
- Excellent marketing and sales skills in workforce recruitment or related field
- Ability to develop and maintain relationship with businesses
- Team player and works well with a diverse staff.
OTHER REQUIREMENTS
- Must have the use of an automobile with adequate insurance coverage and a valid Drivers License. Local travel may be required occasionally
- Must pass employment verification and professional reference check
