At the NTN Business Strategy Department we are currently dedicating all our efforts to the commercial launch of our Rakuten Saikyo Satellite Service. Our department is primarily responsible for international standardization within the ITU-R and contributes to Rakuten Mobiles frequency strategy. To deploy new services such as SpaceMobile which do not fit within existing regulatory frameworks we must first establish international rules and subsequently adapt domestic regulations.
This process necessitates desktop studies (sharing studies) to confirm that there will be no harmful interference with other wireless communication systems during operation. Based on these results new rules must be developed. For the international rule-making process we engage in negotiations and discussions with representatives from various countries to ensure that the resulting regulations are favorable to Japan. When it comes to modifying domestic regulations coordination with numerous domestic stakeholders including the Ministry of Internal Affairs and Communications (MIC) is essential.
Job Duties
Based on your skills and experience you will be responsible for all or part of the following duties:
- ITU-R International Standardization Activities: Drafting contributions for activities related to satellite direct-to-device (D2D) communication and new frequency bands for 6G and attending domestic and international meetings.
- Satellite System Simulation for the Space Mobile Project.
- New Technology Development Paper Writing and Patent Development related to the Space Mobile Project.
- Activities aimed at domestic regulation (e.g. responding to working groups of the Information and Communications Technology Subcommittee under the Telecommunications Council at the Ministry of Internal Affairs and Communications (MIC)).
- Frequency sharing studies between 4G/5G mobile communication systems and other systems.
- Negotiations and discussions with stakeholders such as other telecommunication carriers and satellite operators.
Minimum Qualifications
Deep knowledge in the radio/wireless communication field (3 years of experience in related field or technical background equivalent to such experience)
Excellent communication skills in Japanese and/or English
Preferred Qualifications
Having knowledge and experience regarding current cellular networks (LTE 5G).
Having knowledge and experience regarding satellite communications.
Hold a Japanese Radio Operators License.
Having experience with radio propagation-related simulations using tools such as MATLAB.
Having knowledge and experience regarding standardization activities such as ITU-R and 3GPP.
Having knowledge and experience regarding Japans Radio Act.
