EIPS is recruiting a permanent full-time Senior Project Manager for our Facility Services department.

Elk Island Public Schools Central Services building is located in Sherwood Park at 683 Wye Road. Providing services for the Division Central Services is comprised of eight departments in addition to the Board of Trustees. The departments include Education Executive Communication Services Facility Services Student Transportation Human Resources Financial Services Supports for Students and Information Technologies. Central Services is staffed by 190 employees.

JOB SUMMARY

The Senior Project Manager at Elk Island Public Schools (EIPS) is responsible for the successful planning coordination and execution of various Facility Services projects while adhering to provincial codes and regulations. This includes reviewing requests evaluating requirements managing budgets liaising with clients and coordinating with contractors and consultants. This role contributes to the maintenance and improvement of EIPSs schools and other facilities creating a conducive environment for learning and growth.

KEY RESPONSIBILITIES

Project Planning and Execution

  • Collaborate with clients to determine the full scope of facilities requirements and evaluate them for effective utilization.
  • Select and engage project consultants issuing design requests and overseeing the preparation of contracts.
  • Monitor and update project schedules ensuring compliance with owners requirements and reviewing and approving consultants designs.
  • Prepare design tender and construction tender documents and recommend the award of contracts.
  • Oversee all aspects of project management from the award phase to the warranty phase ensuring successful execution and completion.

Compliance and Quality Assurance

  • Review and ensure compliance with relevant codes and regulations to guarantee that project proposals meet all necessary requirements.
  • Conduct inspections to verify that construction work aligns with approved plans and specifications ensuring adherence to quality standards.
  • Review and approve shop drawings ensuring accuracy and compliance with project requirements.
  • Conduct hazard assessments and engage consultants and contractors as needed to address and mitigate potential risks and hazards.

Financial Management

  • Prepare control and monitor the budget of assigned projects.
  • Review and authorize spending within the designated signing authority matrix ensuring compliance with financial policies and procedures.
  • Recommend and approve changes to the original budget through change orders considering the impact on project scope timeline and financial implications.

Stakeholder Relationships and Communications

  • Develop positive effective relationships with EIPS staff contractors consultants architects engineers agencies and government agencies.
  • Liaise with school administrators regarding specific projects within their school facility.
  • Attend meetings as a representative of EIPS provide updates gather feedback and address any concerns or questions related to the projects.

Documentation and Reporting

  • Collaborate with department staff to accurately record and update changes in project records in accordance with approved administrative procedures.
  • Assist in the management of FCA reports and reporting to VFA provide accurate and timely information.
  • Support the preparation of studies and feasibility reports to be submitted to Alberta Education and Alberta Infrastructure ensuring accuracy and completeness.

QUALIFICATIONS

Education

Technical diploma in architectural construction or engineering.

Experience

Minimum Required: 5 years of direct experience in infrastructure project management.

Preferred: 7 years of direct experience in infrastructure project management.

Knowledge Skills and Abilities

  • Knowledge and experience in tendering procurement and construction management.
  • Strong knowledge of provincial building codes regulations and construction practices.
  • Excellent communication and interpersonal abilities for effective collaboration with internal and external stakeholders.
  • Strong organizational and time management abilities.
  • Attention to detail and advanced problem-solving skills.
  • Ability to prioritize work and establish schedules to meet budgets and project deadlines.
  • Ability to successfully work in a team environment as well as independently with minimal supervision.
  • Proficient in Microsoft Office Suite project management software web-based applications and emerging technology.

Qualifications Certifications and Designations

Minimum Required: Valid Alberta Drivers License in good standing as per the requirements of EIPSs Vehicle and Equipment Operating Manual and access to a reliable vehicle.

Preferred: Certified Engineering Technologist (CET) Project Management Professional (PMP) certification
