Description

We are seeking a strategic and technically skilledData Architectto develop and support a public health data ontology including data models business glossary data governance and interoperability standards. This work will form the foundation of a cloud-based public health data domain. It will include a data model necessary for public health surveillance and analysis across multiple public health domains and lay the groundwork for an immunization registry data product.


Key Responsibilities:

  • Design and maintainenterprise-level data architecturesfor public health systems.
  • Work with a vendor to developlogical and physical data modelsfor health datasets including patient encounter immunization and surveillance data.
  • Align data models with recognizedstandardssuch as SNOMED CT and LOINC.
  • Promoteinteroperabilityby implementing and profiling HL7 FHIR resources.
  • Collaborate with stakeholders including ministries vendors and public health experts to ensure data architecture meets business and clinical needs.
  • Define and enforcedata governance privacy and security standards.
  • Supportdata integrationacross public health systems EHR EMR etc.
  • Provide technical expertise incloud-based data platforms including Azure and Databricksand modern data exchange frameworks. Knowledge of data lakehouse and medallion architecture is necessary.

Qualifications:

  • Bachelors or Masters degree in Computer Science Health Informatics or related field.
  • 3 yearsof experience in data architecture preferably in healthcare or public health.
  • 3 yearsworking with HL7 FHIR standards including resource modeling and profiling.
  • Strong understanding of public health reporting requirements andCanadian health data standards.
  • Experience withenterprise architecture frameworks(e.g. TOGAF Zachman).
  • Familiarity withcloud platforms(Azure AWS) and data modeling tools (e.g. Forge IG Publisher).
  • Understanding of the Personal Health Information Protection Act and health data privacy.
  • Excellent communication and stakeholder engagement skills.

Required Technical Skills:

  • Data Modeling & Architecture:
    • Proficiency in designingconceptual logical and physical data models.
    • Experience withhealthcare-specific data models(e.g. HL7 FHIR).
    • Familiarity withdata normalization dimensional modeling andmetadata management.

    • Familiarity withAPI-based data exchangeandFHIR servers(e.g. HAPI FHIR).
  • Cloud & Infrastructure:
    • Understanding ofcontainerization(Docker Kubernetes) andCI/CD pipelines.
  • Security & Governance:
    • Strong grasp ofdata privacy regulations(e.g. PHIPA FIPPA).
    • Familiarity withidentity and access management(OAuth2 OpenID Connect SAML).
    • Experience implementingdata governance frameworksandrole-based access controls.
  • Tools & Languages:
    • Proficiency inSQLPython andRfor data manipulation and analysis.
    • Experience withdata visualization tools(e.g. Power BI Tableau).
    • Use ofenterprise architecture tools(e.g. Sparx EA ArchiMate).
