Job Summary

We are seeking a highly experienced PFMA Section 54 Application Consultant to provide specialist advisory services for a strategic transaction requiring approval in terms of the Public Finance Management Act (PFMA). The Consultant will manage the full lifecycle of the Section 54 application from planning and due diligence through to submission approval support and close-out.

Key Responsibilities

The Consultant will be responsible for the following among others:

Review all relevant transaction documents board resolutions legal agreements and financial information

Develop a detailed project plan and timeline for the PFMA Section 54 application process

Conduct socio-economic impact assessments (including BBBEE labour and skills development)

Define and document how the transactions success will be measured

Coordinate the compilation of the final submission package and all annexures

Liaise with our project team legal advisors and financial specialists

Support our during the submission and approval process including responding to Executive Authority and National Treasury queries

Provide post-submission and close-out support

Inception Report with Project Plan

Draft PFMA Section 54 Application Package

Final Submission-Ready Section 54 Application Package (with all annexures)

Written responses to regulatory queries

Close-Out Report summarising process and outcomes

Requirements

Minimum Requirements

Proven experience assisting South African public entities with PFMA Section 54 applications

Deep knowledge of PFMA Treasury Regulations and public-sector governance frameworks

Strong financial legal and risk advisory capability

Experience in due diligence transaction assessment and regulatory submissions

Excellent drafting coordination and stakeholder management skills

Preferred Qualifications

CA(SA) LLB MBA or equivalent

Background in public sector advisory infrastructure finance or governance
