Position Summary
The Grant Writer / Grants & Compliance Specialist is responsible for identifying developing submitting and managing grant funding that supports the mission operations and strategic priorities of the Tribal 638 Health Facility. This position plays a critical role in securing and stewarding funding from federal state Tribal and private sources while ensuring full compliance with applicable regulations.
The role requires strong grant writing expertise knowledge of federal and Tribal health funding and a working understanding of 638 self-governance and Tribal sovereignty. The position collaborates closely with executive leadership finance program managers clinical and behavioral health leadership and external partners to maximize funding opportunities and ensure responsible use of grant funds.
Essential Duties and Responsibilities
Grant Development & Writing
Research identify and track funding opportunities aligned with organizational priorities including healthcare delivery public health behavioral health workforce development facilities and community wellness.
Lead the full grant lifecycle including concept development proposal writing narrative development budgets and budget justifications (in collaboration with Finance) and submission of all required attachments and certifications.
Draft clear compelling and culturally responsive grant narratives that reflect Tribal sovereignty community health needs and organizational priorities.
Coordinate internal data collection needs assessments outcomes letters of support MOUs and partnerships required for grant applications.
Ensure all proposals comply with funder requirements Tribal policies and applicable federal regulations.
Grants Management & Compliance
Serve as a primary point of contact for awarded grants and support post-award implementation monitoring and reporting.
Ensure compliance with Uniform Guidance (2 CFR Part 200) ISDEAA requirements and funding agency regulations.
Track grant timelines deliverables renewals and reporting deadlines to ensure timely submissions.
Prepare and submit required progress reports financial reports (in coordination with Finance) continuation applications and grant modifications.
Maintain organized audit-ready grant files and documentation.
Support grant-related audits site visits and monitoring reviews.
Financial Coordination
Collaborate with Finance to ensure grant budgets align with program needs and reflect allowable allocable and reasonable costs.
Assist with grant expenditure tracking drawdowns and financial reporting.
Support reconciliation closeout activities and funder financial inquiries.
Collaboration Technical Assistance & Strategic Support
Work collaboratively with clinical public health behavioral health administrative and finance teams to develop competitive proposals and manage awarded grants.
Provide technical assistance to departments regarding grant requirements performance measures and allowable activities.
Participate in cross-departmental meetings to align grant activities with operational and strategic priorities.
Support organizational strategic planning funding diversification forecasting and sustainability efforts.
Monitor trends in Tribal health federal policy and funding opportunities relevant to 638 facilities.
Knowledge Skills and Abilities
Strong grant writing editing and analytical skills with the ability to translate technical clinical and community information into persuasive narratives.
Knowledge of healthcare and public health funding sources including IHS HRSA SAMHSA CDC NIH DOJ USDA and state agencies.
Working knowledge of federal grant compliance 638 contracting and Tribal self-governance principles.
Ability to interpret funding announcements regulations and reporting requirements.
Strong organizational time management and prioritization skills with the ability to manage multiple deadlines.
Excellent interpersonal and communication skills with sensitivity to Tribal culture values and confidentiality.
Proficiency with Microsoft Office and grant submission systems (e.g. HRSA EHBs eRA Commons SAMHSA portals).
Education and Experience
Bachelors degree in English Public Administration Health Administration Public Health Business or a related field required (Masters degree preferred).
Minimum of three (3) years of grant writing or grants management experience preferably in healthcare public health Tribal nonprofit or public sector settings.
Demonstrated success securing federal and/or foundation grant funding.
Experience working with federally funded programs and reporting requirements.
Preferred Qualifications
Experience working with Tribal governments or Tribal health organizations.
Familiarity with Indian Health Service funding and 638 compact operations.
Knowledge of community health assessments program evaluation and performance measurement.
Experience collaborating with clinical and behavioral health programs.
