Job Summary

Your mission
As a Programme Accountability and Participation Advisor you bring proven expertise in programme accountability and participation including in emergency settings. You lead the design operationalisation and monitoring of accountability and participation tools resources and processes strengthen accountability to and participation of programme participants and collaborate with organisational stakeholders to promote learning. You promote accountability and participation across the organisation coordinate focal points across country and regional offices provide technical support and serve as the focal point for the War Child Alliances Core Humanitarian Standard (CHS) leading verification processes follow-up actions organisational learning and promoting awareness and adherence across War Child and its partners.

What you will do:
  • Lead standard setting in Accountability and Participation and promote adherence to the CHS across the organisation.
  • Act as organisational focal point for AAP/CHS internally and externally leading the CHS auditing and verification process coordinating stakeholders compiling evidence and overseeing improvement actions.
  • Develop and socialise organisational policies SOPs tools and standards for Accountability and Participation strengthening programme quality and capacity.
  • Represent and strengthen the profile of War Childs accountability and participation work in internal and external networks.
Design Operationalization and Monitoring of Programme Quality Standards
  • Design coordinate and monitor accountability and participation tools resources and processes leading improvement actions.
  • Provide technical expertise and support to colleagues to apply programme strategies and quality standards including the CHS.
  • Coordinate the CHS Steering Committee and oversee progress against the CHS improvement plan.
Quality Assurance
  • Lead War Childs external verification against the CHS including engagement with external actors.
  • Provide technical expertise to War Child and partners on accountability and participation tools processes and standards.
  • Contribute to programme strategies plans proposals reports and evaluations related to Participation and Accountability.
Programme Quality Collaboration
  • Engage with departments to embed accountability and participation in policy and practice and provide technical support to stakeholders.
  • Collaborate with the Learning Organisation Team Manager and MEAL colleagues to identify deliver and monitor Accountability and Participation learning.
  • Promote War Child as a learning organisation and respond to priority learning needs.
Representation of War Child and Internal Collaboration
  • Represent War Child in relevant global inter-agency and internal forums to embed accountability and the CHS.
  • Lead focal points through the CHS Verification process and improvement plan.
  • Coordinate internal accountability and participation working groups communities of practice and networks in line with the CHS.
It is expected this position will grow with the transition towards the new Organisational Design structure. There will be a shift in department/ team during this process which may bring additional tasks and some minor reprioritisation of deliverable.

Your profile
Education

Relevant Background : Academic background related to participation and child rights.

Experience
  • Humanitarian Experience : At least 5 years experience including 3 years in (post)-conflict settings within international development and humanitarian sectors.
  • Accountability & Participation : Experience adapting accountability and participation tools and implementing remote processes.
  • Programme Cycle : Experience with context analysis needs assessments proposal design and programme/grant management.
  • Methods & Training: Experience developing methods tools programmes/interventions and delivering training.
Languages
Fluency in English with strong written skills and ability to communicate complex information effectively.

Knowledge & Skills
  • Advisory & Strategy : Strong advisory influencing and strategic thinking skills.
  • Thematic Integration :Knowledge of integrating participation and accountability within MHPSS education child protection economic resilience and adolescents & youth empowerment (asset).
  • Coordination & Facilitation : Strong coordination project management and facilitation skills (remote and in-person).
  • Communication & Interpersonal : Strong communication interpersonal skills and ability to work in culturally diverse teams.
  • M&E & Child Rights : Knowledge and experience in Monitoring & Evaluation and sound understanding of childrens rights.

What we offer
  • Location : We work with global teams with team members being based in different locations. War Child is currently operates in: Afghanistan the Central African Republic Colombia DR Congo Germany Jordan Lebanon the occupied Palestinian territory South Sudan Sweden Syria Uganda Ukraine (soon to be registered) and Yemen. We also have offices in the Netherlands and the United Kingdom. Preference is given to applicants who reside and have valid working permits. War Child does not offer relocation.
  • This role offers flexibility with hours with a minimum 24 hours and maximum 34 hours per week. Secondments are highly encouraged.
  • Type of Contract : Local contract with salary and secondary labour conditions based on the in-country salary scale local T&Cs will apply.
  • Contract Length : 12 months - Maternity Cover.
  • Preferable start date: May 2026
