Your Team:
The Office of Finance & Administration (OFA) effectively and efficiently manages the agencys resources financial human capital and physical infrastructure. OFA does this by:
- Managing the agencys capital and expense budgets
- Providing fiscal support and accountability
- Recruiting and training talent
- Ensuring the staff have office space equipment and support services.
By doing so OFA ensures that HPD operates efficiently and effectively to meet the citys ambitious housing goals while valuing integrity and service delivery to our colleagues partners and New Yorkers.
OFAs Division of Human Resources is responsible for maximizing the agencys capacity to serve the City of New York through the recruitment and retention of a skilled engaged and diverse workforce. The Division works with the agencys senior leadership to achieve this goal through the implementation of effective strategies policies processes while providing accessible workforce development resources for all agency staff. With over 2400 staff HPD is one of the largest city agencies and the Human Resources Division is key to maintaining the agencys operational strength.
Your Impact:
The Assistant Commissioner for the Division of Human Resources is integral to the day-to-day functionality of the Department of Housing Preservation and Development. This role ensures that HPD priorities align with employee development and retention. By managing recruitment training and conflict resolution the Assistant Commissioner of Human Resources helps balance the needs of the agency with employee well-being. This position is a key driver of sustainable growth and adaptability.
Your Role:
As Assistant Commissioner for the Division of Human Resources you will provide strategic leadership and direction to the Human Resources team and the agency as a whole; ensure compliance with applicable laws rules and regulations; oversee performance management and absence control programs; manage Human Resource operations including recruitment hiring payroll administration and employee relations; and collaborate with senior leadership and external stakeholders to ensure Human Resources initiatives align with agency goals.
Your Responsibilities:
- Work closely with the Deputy Commissioner for Finance & Administration to advance agency objectives through strategic workforce planning organizational design and effective navigation of New York Citys civil service framework.
- Lead the development implementation and oversight of comprehensive agency-wide career development and training initiatives.
o Work with internal and external partners to assess needs mobilize resources engage staff and adapt curricula
o Oversee agency-wide mandatory training programs including New Hire Orientations and Performance Evaluation Training; ensure delivery of internal seminars (e.g. civil service information sessions) and agency-wide events
o Continuously evaluate current training programs and implement new initiatives to strengthen employee development and performance.
- Direct and manage core human resources functions across the agency including timekeeping payroll administration and check distribution; employee benefits; leave administration; workers compensation; and employee onboarding and orientation.
- Serve as the primary liaison to municipal labor unions on various labor-management matters facilitating labor-management meetings; and resolving employee grievances in a timely and effective manner.
- Oversee daily HR operations including the supervision and development of a team of 30 staff. Ensure coordination across all HR units and that services are delivered consistently efficiently and in accordance with applicable laws regulations and best practices.
- Regularly review analyze and assess HR policies procedures and operational processes; identify opportunities for improvement and lead the implementation of enhancements that increase efficiency compliance and service quality.
- Work with the Department of Citywide Administrative Services (DCAS) and other City agencies to support recruitment hiring classification and retention strategies within the civil service environment.
- Lead or assist in the planning development and execution of special projects and agency-wide initiatives including but not limited to Language Access compliance and temporary staffing.
- Work closely with the agencys Equal Employment Opportunity (EEO) Officer on a wide range of initiatives to ensure compliance with all applicable laws and regulations and to advance diversity equity inclusion and equal opportunity throughout the agency.
Preferred skills
- Extensive senior-level human resources leadership experience within a large complex public-sector or governmental organization preferably within New York City government.
- Demonstrated expertise in navigating New York City civil service rules classification compensation examinations and appointment processes including close coordination with the Department of Citywide Administrative Services (DCAS).
- Strong working knowledge of municipal labor relations grievance procedures disciplinary processes and labor-management collaboration in a unionized environment.
- Demonstrated success leading large multidisciplinary HR teams and managing high-volume operations while maintaining accuracy timeliness and a strong customer-service orientation.
- Exceptional communication negotiation and interpersonal skills with the ability to effectively engage senior leadership labor representatives City agencies and staff at all levels of the organization.
- Ability to listen and respond effectively to customer questions and seeks creative solutions for problems.
- Supports a positive team environment in which members participate respect and cooperate with each other to achieve desired results.

Qualifications :
1. A baccalaureate degree from an accredited college and four years of experience in one or more of the following areas: community organization social work urban development projects real estate public administration or a related field of which two years must have been in a field directly related to neighborhood improvement such as housing community organization urban renewal or planning or real estate. A Law Degree or graduate work in an appropriate field may be substituted for up to two years of the general experience required; or
2. Education and/or experience equivalent to 1 including part-time and/or volunteer experience.
