CHILD SAFEGUARDING: Level 3- The responsibilities of the post may require the post holder to have regular contact with children or young people and in the overseas context all posts are considered to be level 3 posts in view of potential situations which may allow staff unsupervised access to vulnerable children and young people.

ROLE PURPOSE: The purpose of this consultancy is to ensure that the Psychosocial Support (PSS) Manual used under the Education Cannot Wait (ECW) project is current effective and fit for use in humanitarian and emergency education contexts in the BAY States. The consultant will strengthen the quality and relevance of the manual by aligning it with global MHPSS standards evidence-based practices and the lived realities of conflict-affected children and facilitators.

The Consultant will conduct a comprehensive review and update of the existing Psychosocial Support (PSS) Manual for the ECW project. The assignment aims to ensure the manual reflects evidence-based best practices integrates gender inclusion and safeguarding principles and provides practical user-friendly guidance for facilitators working with children affected by crisis.

KEY AREAS OF ACCOUNTABILITY:

The scope of this role will include:
Conduct a comprehensive desk review of the existing Psychosocial Support (PSS) Manual and related ECW project documents
Assess the relevance effectiveness and contextual suitability of the current manual for the BAY States
Conduct a benchmark of the manual against global and national MHPSS/PSS standards and best practices
Engage with ECW project staff facilitators child protection specialists and other stakeholders for technical input and feedback
Incorporate childrens and adolescents perspectives in an ethical and appropriate manner
Review and update core psychosocial principles approaches and methodologies
Revise and strengthen age-appropriate PSS activities for different groups of children and adolescents
Integrate gender equality inclusion (including disability) and safeguarding principles throughout the manual
Review and improve monitoring evaluation and learning tools related to PSS activities
Ensure the manual is practical user-friendly and suitable for facilitators in humanitarian settings

Deliverables
Produce an inception report outlining methodology work plan and timeline
Develop a draft revised PSS manual for review and stakeholder validation
Finalize a print-ready PSS manual incorporating feedback from Save the Children and ECW stakeholders
Prepare a summary report highlighting key revisions rationale operational guidance and recommendations for future updates

SKILLS & EXPERIENCE
Administrative & General Skills
Advanced degree in Psychology Social Work Education or a related field
Minimum of 5 years experience in Mental Health and Psychosocial Support (MHPSS) programming in humanitarian or emergency contexts
Demonstrated experience in developing reviewing or updating PSS manuals or similar technical guidance
Strong knowledge of global PSS and MHPSS standards (e.g. IASC UNICEF frameworks)
Proven understanding of gender equality inclusion and safeguarding in humanitarian programming
Excellent analytical writing communication and facilitation skills
