Position Summary

Reporting to the Executive Director the Director of Human Resources (HR) is a senior leadership role responsible for overseeing all aspects of the organizations HR functions. This role ensures the development and execution of HR strategies policies and initiatives that align with the Assembly of Manitoba Chiefs (AMC) Secretariat goals and objectives. Working closely with the Senior Management Team (SMT) and the Chiefs Committee on Personnel and Finance (P&F Committee) the Director of HR fosters a positive workplace culture supports employee engagement and ensures compliance with relevant labor laws and best practices.



Key Responsibilities

Strategic Leadership

  • Work in partnership with the SMT and P&F Committee to design and execute the AMC Secretariat HR strategy.
  • Provide expert guidance to leadership on emerging HR trends industry best practices and their implications for organizational goals.



HR Policy Development and Compliance

  • Create update and maintain HR policies procedures and systems to ensure they align with the organizations objectives and comply with legal standards.
  • Ensure adherence to employment laws and regulations proactively identifying and mitigating potential risks.
  • Conduct thorough investigations into incidents that may violate AMC policies ensuring fair and unbiased assessments of the situations.



Talent Management

  • Lead efforts in recruitment onboarding and retention to build and maintain a high-performing workforce.
  • Develop and implement performance management systems to assess and enhance employee effectiveness.
  • Identify and deliver training and development programs that promote employee growth and meet the needs of the AMC Secretariat.

Employee Relations and Workplace Culture

  • Cultivate a workplace environment that reflects AMCs mandate and First Nation values.
  • Serve as a trusted advisor to employees and management on matters related to employee relations conflict resolution and disciplinary processes.

Compensation and Benefits

  • Design and manage competitive compensation and benefits programs to attract and retain talent while promoting employee satisfaction.
  • Oversee benefits administration to ensure accuracy efficiency and compliance with regulations.



Organizational Development

  • Drive initiatives aimed at enhancing organizational efficiency facilitating change management and ensuring robust succession planning.
  • Utilize data and key metrics to evaluate HR practices and implement continuous improvements.



Collaboration and Communication

  • Collaborate closely with the SMT and P&F Committee to ensure HR operations align with AMC Secretariat priorities.
  • Effectively communicate HR strategies initiatives and updates across all levels of the organization.



Qualifications

  • In-depth knowledge of the Canada Labour Code Employment Standards and related legislation.
  • Strong organizational skills including expertise in planning delegating and task facilitation.
  • Proven ability to handle conflict effectively while demonstrating sound judgment.
  • Excellent negotiation skills and proficiency in supervising operational and strategic management planning.
  • Demonstrated leadership ability with a consultative approach to decision-making driving results through collaboration and engagement.
  • Knowledge of traditional First Nation philosophy and contemporary practices.
  • Proficiency in computer software including Microsoft Word Excel and PowerPoint.
  • Adherence to AMC policies and procedures focusing on attendance and professional ethics.
  • Ability to obtain a satisfactory Criminal Record Check including a clear Vulnerable Sector Search.
  • Must possess a valid Class 5 drivers license and have access to a reliable vehicle.
  • Ability to work flexible hours including overtime when required.



Education & Experience

  • Bachelors degree or Certificate in Human Resources Business Administration or a related field.
  • A minimum of five years of senior-level HR leadership experience is required.
  • CPHR designation is required.
  • Two years of HR experience working with a First Nation organization.
  • An equivalent combination of education and experience may be considered.
