Our organisation:

Joint Force Command Brunssum (JFCBS) provides a Joint headquarters to plan prepare and conduct operations to support NATOs core tasks at the Joint Operational level as directed by Supreme Allied Commander Europe (SACEUR).

The Communication Directorate coordinates and synchronizes information activities and communications activities in support of Commander (COM) JFCBS missions and objectives.

The incumbent provides data analytics of the Information Environment in order to contribute to the Information Environmental Assessment (IEA).

The main duties of Data Analyst are:

Develop the Data-Analysis Function within the IEA Team.

Develop maintain and refine queries and dashboards in accordance with situational awareness analysis needs and Operational Assessment.

Support subordinate headquarters (HQs) and Component Commands (CCs) - Land Component Command (LCC) Maritime Component Command (MCC) and Air Component Command (ACC) - queries.

Collect process clean and interpret data including from data aggregation tools to generate actionable strategic communications insights.

Support the set-up and running of data analytics tools for the IEA capability.

Use quantitative and qualitative data to identify specific narratives and their role in the Information Environment (IE) specifically with regard to NATO activities and issues of concern; to include audiences that are of interest to NATO.

Analyse and report on the effectiveness of information activities both friendly and hostile including disinformation or propaganda campaigns on NATO audiences operations and activities.

Provide real-time data insights to allow NATO communicators the ability to capitalize on NATOs own communications and mitigate the impact of hostile communications in the IE.

Provide strategic and operational level briefs on designated aspects of the IE when required.

Contribute to the training of current and future IEA personnel within Allied Command Operations (ACO) of the use of existing data analysis tools.

Support ACOs broader IEA capability development by advising on data integration into existing analysis processes.

Undertake additional duties and assume other responsibilities as directed by the Chain Of Command.

The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Required Qualifications are:

Ø English good NATO Standard Language Proficiency 3333

(Listening Speaking Reading and Writing) in accordance with NATO standard agreement (STANAG) 6001.

NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

Ø University Degree or equivalent in data analytics data science statistics political science international relations strategic communications social science behavioural science or related discipline.

Ø Minimum 3 years professional experience in qualitative and quantitative data collection processing and analysis.

Ø Experience applying analytical tools to generate actionable insights including query scripting in unfamiliar languages.

Ø Professional experience in collecting and analyzing statistical data for strategic insights on population perceptions/sentiment.

Ø Experience with relevant Artificial Intelligence (AI) tools and their limitations and use in media analytics.

Ø Proven strong knowledge of information confrontation and disinformation as well as knowledge of common communications strategies of relevant nations.

Ø Experience with tuning qualitative / quantitative analysis to assessment of information environment and impact on operations.

Ø Knowledge of a programming language such as Python R and a query language such as SQL.

Desirable Qualifications are:

Ø Experience working in NATO or in an international environment comprising of military and civilian elements.

Ø Knowledge of NATO responsibilities and organizational structure.

The successful selected candidate must be able to obtain and maintain a security clearance and is required to pass a medical examination before an employment contract offer will be released. The medical examination will take place with our medical consultant is required to determine if the recommended candidate is fit to perform the duties and is deployable to NATOs areas of operation.
