BOLI has an opening for one Customer Service Unit Manager (Compliance and Regulatory Manager 2) position in the Legal Policy Division. This position will be based in our Portland Salem or Eugene offices. The successful candidate may also be eligible to work a hybrid schedule.

This is a permanent full-time Executive/Supervisory position. This recruitment may be used to fill additional vacancies as they occur.

The new Customer Service Unit at BOLI will provide support to Oregonians seeking support in navigating complex processes and laws that govern civil rights wage and hour and apprenticeship and training in Oregon. The Unit will also support internal agency development through analysis expertise and technical assistance on laws and procedures within BOLIs jurisdiction.

The managers key duties are:

Provide leadership and oversight to the Customer Service Unit. Ensure BOLIs operations align with legal requirements and strategic objectives promoting agency-wide consistency and effectiveness in service delivery.

Provide guidance to staff as they work directly with Oregonians in answering questions on filing claims and complaints make appropriate referrals and explain processes and resources available to the public.

Develop establish and maintain program processes procedures expectations workflows and policy for the newly formed unit.

Develop draft review and approve proposed program messaging and technical guidance related to all agency programs for the general public interested parties and organizations and impacted individuals.

Supervise staff charged with ensuring timely responses to inquiries

providing quality and well-researched content appropriate trauma-informed service and innovative solutions for customer service.

Lead operations of the unit ensuring appropriate and compliant technical

support.

Draft memos policy guides enforcement guides field manuals and

business processes and maintain and update existing documents for legal

and technical compliance.

Educate on complex employment housing and wage and hour legal information agency-wide through written materials training and consultations with agency staff.

Support agency efforts with the Oregon State Legislature evaluating bills

and bill concepts providing prompt feedback technical edits and draft

fiscal analysis on bills often at a high volume with a short turn-around time.

Working Conditions:

The work location for this position is hybrid-optional with a principal office in either Portland Salem or Eugene Oregon in an office and/or an agreed upon remote work environment with significant use of a computer and video conferencing. The work location may be changed at any time at the discretion of the hiring manager.

Standard indoor work environment; regular computer use.

Highly visible office environment. At times a work environment withmultiple demands requiring the ability to work on multiple tasks.

Constant telephone video and in-person requests for information and assistance.

Requires discretion and judgment related to personnel matters. Confidentiality of information must be maintained at all times.

Daily contact with attorneys employees employers witnesses and others who may be hostile or otherwise emotionally volatile. Must be able to maintain objectivity negotiate and resolve adversarial and emotional disputes with tact and diplomacy.

This position requires long hours occasional evening or weekend work and occasional travel.

This Is What You Need to Qualify: (MQs)

Six years of supervision management or progressively related experience; OR three years of related experience and a Bachelors degree in a related field.

The ideal candidate will possess the following desired skills and attributes: (EAs)

A Juris Doctorate degree and AND five years of lead work supervision or progressively related experience managing legal professionals.

Experience conducting in-depth legal research regarding legal issues within BOLIs jurisdiction without precedence or that involve vague statutes and present highly complex and sensitive issues and applying and analyzing state federal and administrative decisions rulings precedents decisions and principles to specific situations.

Demonstrated experience determining formulating and authorizing policies protocols and procedures and providing the overall direction of an agency large organization or division within guidelines set.

Demonstrated skill in planning and directing operational activities at the highest level of management with the help of subordinate executives supervisors managers or other experienced professionals.

Demonstrated experience establishing and managing standards and training programs for staff in a regulatory legal enforcement or adjudicative setting or the equivalent.

Experienced leader and supervisor of staff with a high degree of business acumen and demonstrated ability to mentor and foster professional growth and development.

Competency in developing and preparing long-term strategic objectives serving as policy advisor in determining strategic plans and deliverables that support the mission vision and high-level goals for an agency organization or large division.
