SUPERVISING COLLECTION OFFICER

Salary may be negotiable within the range listed based on position requirements and successful candidates qualifications subject to appropriate authorization.

This recruitment will establish an Openeligible list used to fill current and future Supervising Collection Officer vacancies within the Orange County Probation department. This recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

PROBATION DEPARTMENT

The County of Orange Probation Department is dedicated to continuous improvement searching out and applying effective and research supported practices to assist justice involved Juveniles their families and adults to successfully navigate and successfully complete probation. Additionally the Probation Department assists the criminal court system through investigations probation reports and community supervision of approximately 10000 adult and 800 juvenile clients on court-ordered probation or in diversion programs. The Probation Department also operates the Orange County Juvenile Hall and two camps for youth. Under the direction of the Chief Probation Officer a dynamic executive team with an organizational structure comprised of four bureaus Adult Operations Juvenile Operations Strategic Development and Administrative Services serves the community using efficient and research supported corrections practices to reduce crime assist the Courts in managing offenders promoting lawful and productive lifestyles and assisting victims. THE OPPORTUNITY

The Supervising Collection Officer for Probation will be responsible for the following:

  • Providing direct supervision to Collection Officers working in Collections within the Administrative and Fiscal Division.

  • Planning organizing and directing the work of subordinate staff engaged in the collection of debts owed to the County locating the debtors investigating their financial resources executing pay agreements and enforcing the collection of debts.

  • Providing excellent customer service and responding to inquiries from victims clients and other stakeholders including the District Attorney Court Court Ordered Debt Collections Program Accounting Information Technology Management Professional Standards Division Franchise Tax Board and other areas within the Department.

  • Serving as a liaison between the Department and other County departments governmental agencies or businesses.

  • Applying complex laws and regulations.

  • Representing the Restitution Contested Hearings Financial Hearings Claim of Exemption and Order Judgement Debtor Examination to name a few.

  • Consolidating and preparing unit statistics.

  • Recommending and implementing procedural changes as needed.

  • May perform other duties as assigned.


DESIRABLE QUALIFICATIONS & CORE COMPETENCIES
The successful candidate will have the following experience: Four (4) years of experience in credit and collections work knowledge of the methods and techniques used in effecting collections and enforcing governmental regulations relating to debt collection supervisory experience with a background in Collections and experience working for a law enforcement agency which is crucial in being effective in this position. The ideal candidate will also possess extensive professional work experience and/or knowledge in the following competencies:

Professional and Technical Experience
  • Applying comprehensive knowledge of the most current information techniques practices and procedures relating to debt collection and court-ordered debts.
  • Applying appropriate methods and techniques to ensure speed quality and consistency in investigating and enforcing collections or court-ordered obligations.
  • Analyzing and determining the clients ability to pay obligations obtaining the stipulation and agreement to pay and attempting to collect the monies owed while the department has the authority to collect.
  • Understanding of database applications such as Integrated Case Management Systems and Integrated Probation Financial Systems (IPFS) and other facets associated with automation processes.
  • Reviewing and running requests for Credit Reports and Skip Tracing Reports using Department of Motor Vehicles Accurint and others.
  • Proficiency in Microsoft Suite Programs specifically with Microsoft Word Excel Outlook and PowerPoint.
  • Strong knowledge of the Fair Credit Reporting Act current laws regulations and methods of enforcement relating to the legal collection of funds.
  • General knowledge of Federal and State Tax Intercept Program regulations.
  • General knowledge of legal codes court procedures precedents and government regulations.
Attention To Detail
  • Reviewing and approving legal documents such as Restitution Orders Orders of Judgment Debtor and Financial Hearings
  • Reviewing and approving documents related to setting up and adjusting of financial obligations
  • Accurately summarizing data and presenting it in computational or statistical reports
  • Monitoring caseload and collection statistics
  • Reviewing and interpreting State and Federal Regulations
  • Participating insystem upgrades enhancement proposals and testing
Oral and Written Communication
  • Reviewing procedures and updating desk guidelines.
  • Preparing and producing performance evaluation documents for subordinate staff
  • Building consensus amongst diverse groups for the purpose of meeting business objectives.
  • Representing Collections at the Juvenile and Adult Supervising Probation Officers meetings IPFS Collections and Accounting and Clerical Meetings.
  • Delivering the right amount of information in the time given and varies style and tone to fit the purpose and audience.
  • Demonstrating diplomacy and tact when interacting with both internal and external stakeholders.
  • Contacting victims reviewing restitution claims determining victims losses setting up cases interviewing probationers and parents and conducting a financial evaluation.
  • General knowledge of the structure and content of the English language including the meaning and spelling of words rules of composition and grammar.
Leadership and Supervisory
  • Mentoring and training staff to ensure procedural guidelines are set and applied
  • Conveying confidence and optimism in the teams ability to overcome obstacles and accomplish its goals
  • Facilitating periodic unit and departmental meetings
  • Monitoring staff performance and addressing performance issues
  • Ensuring that clear challenging and attainable goals are set for the team and that these goals are aligned with the goals of the unit
  • Creating a positive work environment in which everyone is motivated to do their best
  • Understanding the distribution of workloads and priorities

MINIMUM QUALIFICATIONS

Education and Experience

Option I
Three years experience as a Collection Officer II at the County of Orange or in a comparable classification at a public agency.

Option II
Four years experience in credit and collections environment in a business legal government and/or law enforcement agency which duties included but were not limited to interviewing persons case management performing financial investigations assessments of the ability to pay and expediting legal action against delinquent accounts.

College courses training seminars or a combination thereof (e.g. behavioral science business administration criminal justice humanities and paralegal courses etc.) related to the knowledge and the abilities may be substituted for up to one year of the required experience based on three semester units equal to one month and/or one hour of job-related training equal to one hour of experience.

License/Certification

Possession of a valid California Drivers License Class C or higher may be required depending on assignment.

Required to pass a background investigation to the satisfaction of the recruiting agency/department.
