PRIMARY PURPOSE:

The Multilingual Coordinator is a Texas-certified educator who provides districtwide leadership for the design implementation and continuous improvement ofEnglish Language Development and Acquisition (ELDA)systems and services. This role ensures that Emergent Bilingual (EB) students receive high-quality research-based instruction that accelerates bothacademic achievement and English languageproficiency whilemaintainingfull compliance with state and federal multilingual program requirements. The Multilingual Coordinator leads campuses in aligningELDA instruction with TEKS ELPS and content-area instruction ensuring that language development is intentionally embedded across all instructional settings.

QUALIFICATIONS:

Education/Certifications

  1. Bachelors degree in education (Masters in Reading Literacy or Curriculum and Instruction is preferred).
  1. Valid Texas Teaching Certificate with ESL.

Knowledge &Skills

  1. Deep understandingof TEKS intervention models and assessment tools.
  1. Strong communication collaboration and leadership skills.

PreferredExperience

  1. Minimum of 3 years of classroom teaching experience with a strong background in literacy instruction.(Bilingual or Dual Language teaching experience is preferred)
  1. Proven experience in coaching teachers and leading professional development.

MAJOR RESPONSIBILITIES & DUTIES:

Instructional Leadership

  • Lead multilingual instructional initiatives by partnering withdistrict andcampus leaderstodevelop and support classroom practices that accelerate language acquisition and academic achievement for Emergent Bilingualstudents.
  • Lead the districts English Language Development and Acquisition (ELDA) framework ensuring consistent high-quality language instruction across all campuses and content areas.
  • Support curriculum development and implementation that aligns with district expectations and state standards for multilingual learners.
  • Support campuseswith training and supportin implementing:
  • Languageobjectivesaligned to content objectives
  • ELPS-aligned instructional strategies
  • Linguistic accommodations and scaffolds for EB students
  • Coach teachers and campus leaders on:
  • Integrating ELDA into Tier 1 instruction
  • Differentiating instruction based on Englishproficiencylevels
  • Using student language data to plan instruction

Program Design & Implementation

  • Oversee and support district implementation of ESL bilingual dual language and newcomer programs with ELDA as the instructional core.
  • Collaborate with Curriculum Academics and Campus Leadership to ensure:
  • ELDA is embedded in curriculum documents unit plans and instructional resources
  • Vertical alignment of language development expectations across grade levels

Assessment Data & TELPAS Alignment

  • Oversee systems for monitoring English languageproficiencygrowth using:
  • State district and diagnostic assessments
  • TELPAS data
  • Formative language assessments
  • Classroom language evidence
  • Train and support campuses in:
  • TELPAS calibration and administration
  • Using TELPAS and LPAC data to adjust ELDA instruction and supports
  • Analyze trends in language development and academic performance toidentify:
  • Gaps in instructionand recommend instructional adjustments
  • Professional development needs
  • Campus and district ELDA priorities
  • Providetimelyreports and updates to district leaders campus principals and staff.

Professional Development

  • Design and deliver professional learning focused on:
  • English Language Development and Acquisition (ELDA) best practices
  • ELPS-aligned instruction
  • Sheltered instruction strategies
  • Language-rich classrooms across all content areas
  • Assessment interpretation
  • Multilingual program models
  • Build campus capacity so all teachers see themselves as language teachers not only ESL staff.
  • Work with campus leadership and instructional teams to encourage consistent implementation of best practices for Emergent Bilingual students.

Program Coordination & Compliance

  • Coordinate and/or conductappropriate assessmentsand identification processes for multilingual learners and ensure placement inappropriate programs(ESL bilingual dual language).
  • Schedulefacilitate and monitor LPAC (Language Proficiency Assessment Committee) meetings and documentation to ensure compliance with state and federal requirements.
  • Maintainaccurate confidential and compliant records for multilingual learners; activelymonitorprogress and deadlines.
  • Keep current with federal state and local multilingual education laws guidelines and compliance requirements.
  • Maintain full compliance while ensuring that ELDA is treated as an instructional system not just a compliance function.

Newcomer & Specialized Language Supports

  • Support and coordinate newcomer programming with a strong focus on:
  • Accelerated language acquisition
  • Foundational literacy and oral language development
  • Academic language integration

Family & Community Engagement

  • Act as a liaison with families of Emergent Bilinguals bymaintainingregular communication and supporting engagement in school programs.
  • Represent the multilingual program at district community and stakeholder meetings as needed.

Other Duties

  • Serve as a resource for multilingual initiatives across campuses and departments.
  • Perform anyadditionalduties asassigned by the Director ofStudent Support Servicesor other supervisory administrators.
