To collaborate and support in the projects carried out by its business unit/department in accordance with the guidelines given by its manager in order to improve with its work both the decision-making processes and the execution of the project and to provide added value to the internal client with its professional performance.

A role responsible for all tasks associated with procuring goods and services for all types of business processes applicable to the organization including product sourcing supplier selection price negotiations and order processing.

BRIEF JOB DESCRIPTION:

As part of a global talent search ACCIONA is looking for a Cost Controller/Site Accountant/Accountant with expertise in procurement processes who is qualified and highly motivated to work on one of our major infrastructure projects based in Ravenna Italy.

In the role of Cost Controller/Site Accountant/Accountant you will be responsible for the entire cost flow within the consortium (from cost forecasting to cost control and reporting including all intermediate stages such as but not limited to interaction with area managers and the financial manager preparation of subcontractors accounts payable participation in the general accounting process liaison with project managers and reporting and support to headquarters). You may also be responsible for extracting detailed quantities to be used as the basis for requests for quotations.

The position will require basic knowledge of construction project cost forecasting and control methodologies planning in relation to earned value delay analysis mitigation measures and work progress control.

The activities will be carried out in close collaboration and continuous communication with the contract working group both as a whole and in its various sub-components.

DETAILED JOB DESCRIPTION:

As Head of Cost Control and Procurement your main responsibilities will include but not be limited to:

  • Developing and maintaining cost control procedures for the project.
  • Acquiring in-depth knowledge of costs and their composition in collaboration with project and area managers.
  • Managing and controlling project costs and coordination (timely and accurate preparation).
  • Preparing subcontractor accounts and payment certificates.
  • Implementing in consultation with the administrative manager effective practices for monitoring contract consumption and subcontractor performance comparing them with expected results and the budget in particular and promptly reporting and addressing any issues.
  • Provide support to construction teams including requirements and reporting structures forecasts timing guidance and transparency (particularly variations and contingencies).
  • Develop and update economic forecasts integrated with planning at the project level and prepare budget revisions for approval by managers.
  • Provide early warning notifications in case of problems.
  • Proactively identify and recommend solutions to improve processes.
  • Analyze deviations and proposed corrective measures in collaboration with project and area managers.
  • Send analysis reports to the Project Director for the Steering Committee.
  • Collaborate with site staff to enter costs daily with the correct allocation of cost codes.
  • Collaborate with the administrative project and area manager in preparing end-of-month provisions/accruals.
  • Responsible in coordination with the administrative project manager for ensuring that all provisions/accruals are entered into the system on time.
  • Manage the transfer of costs between consortium members.
  • Compare production with the customers request for economic progress (SIL/SAL).
  • Interact with the procurement and scheduling team.
  • Prepare requests for proposals and requests for orders (RFP/RdO) in consultation with site managers.
  • Support site and contract managers in evaluating technical and financial proposals received to ensure compliance with project requirements and budget constraints.
  • Enter the budget into the system for both the company and the job order.
  • Implement and apply under the guidance of project managers aspects of project risk management including the implementation of processes tools and systems to identify assess measure manage monitor and report risks.
  • Assist in the development and management of processes to identify and assess business area risks and risk and control self-assessments.
  • Support the process of developing risk policies and procedures risk limits and approval delegations.
  • Monitor risks particularly the most critical ones and manage the process of reporting them to higher levels where appropriate.
  • Manage the reporting process for risk assessment and cost and production control and maintain the elements that constitute it (e.g. management reporting including reporting to senior management).
  • Maintain orderly accurate and up-to-date accounting records of subcontractors activities.

KNOWLEDGE SKILLS AND ABILITIES:

  • Excellent interpersonal skills with excellent effective written and verbal communication skills.
  • Strong propensity for regular information sharing across the project team with a focus on critical information such as risk changes cost or production deviations order consumption etc.
  • Knowledge of and interest in project management methodologies with reference to project controlling (cost time scope quality and risk control).
  • Interest in daily operating methodologies and construction site management particularly infrastructure.
  • Ability to negotiate with subcontractors during the accounting phase of services in the event of differing interpretations of contractual conditions.
  • Internal/external customer focus.
  • Excellent communication skills careful management of subcontractors visitors and customers.
  • Knowledge of office methods and procedures equipment and filing systems.
  • Daily communication with supervisors and colleagues to identify the best solutions to problems.

ADDITIONAL INFORMATION

  • Bachelors degree in civil engineering or similar supply chain management or another field with knowledge of project management project control or a related field. Diploma in surveying or construction engineering if supported by training and/or specific experience in the above fields.
  • Proficiency in Excel; even modest experience in the use of budgeting cost controlling and ERP systems.
  • At least 2-3 years of experience in similar roles in projects worth more than 20 million.
  • Knowledge of and interest in industrial accounting practices cost control procurement contract management and supplier relations.
  • Proven experience in contract management for large civil engineering or construction projects.
