Job Summary

Extension/Amendment Attestation: This resource will be acquired through the IT Source Resource Pool or VOR Competitive arrangement #Tender12075 Managed Service Provider for Contingent IT Resources and/or Successor VOR for services all ending April 5 2027. VOR #Tender12075 terminates April 5 2027 and includes a six (6)-month survival clause allowing the Statement of Work (SOW) to continue if operationally required until October 5 2027.

Extension(s) are only allowed using unused days and/or funds remaining on the contract. No additional funds will be added beyond the maximum contract value and any extension options included in the original SOW.

Assignment Type: Consultants will be required to be onsite five days per week in the physical workplace. The details of this arrangement will be at the Hiring Managers discretion.

Experience and Skill Set Requirements

Core Skills and experience 40%

  • 7 10 years of experience in business architecture including analysis modelling and capability development.
  • Demonstrated ability to analyze government information relevant to business architecture and consult with government stakeholders.
  • Experience conducting focus groups workshops and stakeholder consultations to gather business architecture inputs.
  • Proven expertise in developing and maintaining enterprise business capabilities aligned with corporate strategy.
  • Experience contributing to business strategy and planning at the enterprise level.
  • Skilled in developing and revising business architecture artefacts within an Enterprise Information Architecture (EIA) or similar federated framework.
  • Demonstrated ability to ensure vertical integration of business architecture components across organizational layers.
  • Experience modelling business at the enterprise and core business levels including processes capabilities and value streams.
  • Proven ability to design capability models and map business functionality to internal and external resources.
  • Experience developing business transformation plans in collaboration with senior business leadership.
  • Demonstrated ability to translate business needs into operational and delivery-focused business solutions.
  • Experience establishing and maintaining architectural governance controls and compliance mechanisms.
  • Proven ability to develop business architectures that align strategic objectives with tactical and operational requirements.

General skills 40%

  • Broad knowledge of business architecture methods and tools including business functional modeling service lifecycle modeling business event modeling business process mapping value chain analysis and related disciplines.
  • Demonstrated success delivering business architecture work within government settings or similarly complex multi-project multi-client environments.
  • Strong understanding of diverse business environments with particular depth in public sector contexts and the business drivers that shape government operations.
  • Proven ability to identify analyze and interpret business requirements ensuring alignment with enterprise goals and transformation objectives.
  • Knowledge of information technology concepts enabling the identification of IT-enabled opportunities to address business needs and pressures.
  • Knowledge and experience of information technology concepts including creating information architecture artefacts such as logical and information data models
  • Experience with Business and Information Management including IT strategic planning operational planning and performance management practices relevant to the public sector.
  • Excellent communication facilitation negotiation consensus-building and problem solving skills with the ability to convey complex concepts to diverse audiences.
  • Demonstrated stakeholder management capability including building relationships managing expectations and facilitating alignment across business and technical groups.
  • Experience modelling business at the enterprise and/or core business levels for medium to large organizations ensuring clarity consistency and strategic alignment.
  • Proven ability to develop enterprise architecture artefacts such as capability models business models and other architectural deliverables.
  • Knowledge of the Zachman Framework including business information application technology and security architecture domains

Desirable skills 25%

  • Experience developing enterprise architecture deliverables (e.g. capability models business models blueprints) aligned with Ontario Government Enterprise Architecture processes standards and practices.
  • Knowledge and understanding of Information Management (IM) principles concepts policies and best practices including their application in public sector environments.
  • Demonstrated experience in the planning and implementation of information management strategies ensuring alignment with organizational goals and compliance requirements.
  • Proven ability to translate business requirements into technical and functional requirements supporting solution design and implementation.
  • Experience developing Business Architecture for acquired or vendor provided solutions ensuring alignment with enterprise standards and integration requirements.
  • Skilled in applying business architecture elicitation and modelling techniques including identifying validating analyzing and documenting business capabilities processes and events.
  • Experience using a wide range of business architecture methods and tools such as business functional modelling service lifecycle modelling business event modelling business process mapping value chain analysis and related disciplines.
  • Demonstrated experience participating in business systems requirements analysis and contributing to solution design activities.
  • Proven experience completing business architectures in government settings or similarly complex multi-project multi-client organizations.
  • Knowledge and understanding of Accessibility for Ontarians with Disabilities Act (AODA) requirements regulations and standards and the ability to incorporate accessibility considerations into business architecture deliverables

Public sector experience 5%

  • This candidate has worked with healthcare organizations in the public sector and understands how large government health IT projects work.
  • They know how to connect clinical systems like patient and provider databases and can create technical documents that follow government standards.
  • Theyre also familiar with how public sector IT project governance planning approvals and development.

MUST HAVES:
