Job Summary

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.

The Administration for Childrens Services (ACS) Office of Child and Family Health (OCFH) delivers direct medical services to children entering foster care and ensures that the physical and mental health care provided is comprehensive and appropriate. OCFH offers individualized case consultations and training to ACS and foster care agencies on a variety of health-related topics. The office also conducts research and provides clinical expertise in developing health and mental health policies that support best case practice agency wide including Youth and Family Justice and Child and Family Well-Being.

Within the OCFH the Pre-Placement Medical Services Unit is responsible for the daily medical functions at the Childrens Center pre-placement program and ACSs borough office medical units (Bronx Queens and Brooklyn). Providing 24/7 coverage the Unit completes physical assessments for all children entering foster care and direct primary care for a comprehensive range of symptoms and illnesses.

Under the direction of the Pre-Placement Medical Director the Clinical Program Nurse Manager (CPNM) will oversee the overall function of the nursing program at the Nicholas Scoppetta Childrens Center and borough office nurseries. The Clinical Program Nurse Manager will be responsible for the complete planning of nursing at the Children Center and Borough offices. The CPNM will study trends and institute change that will enhance quality and efficiency of practice. The CPNM will assist with personnel matters and keep abreast of current practices in health care as well as regulatory and legal requirements. They will encourage personal and professional growth among staff. They will work closely with other departments to provide optimal health care services to children entering foster care.

The Clinical Program Nurse Manager will:

-Collaborate with the Medical Director and Nurse Practitioner to establish nursing care standards and evaluate staff compliance. Develop quality/performance improvement programs. Assist with the development of training manuals instruct staff and implement new improved standards.

- Maintain clinical competencies of staff by reviewing charts records and other documentation to evaluate practice.

- Communicate requirements to staff and hold staff accountable to established requirement.

- Maintain current knowledge of and ensure compliance with all regulatory and professional standards of care. Ensure compliance with established policies procedures objectives quality control safety environmental and infection control.

- Complete administrative functions to include assessment of risks and needs of the program.

- Develop quality/performance improvement programs.

- Maintain operational aspects of the program by monitoring resources and participating in budget reviews.

- Develop measures and monitor agency and overtime costs vacancy and turnover rates. Assist with proposals for program funding and other projects

- Maintain records reports and statistics for administrative purposes.

- Assist with hiring training and assess training needs. Responsible for issuance of employee task and standards performance evaluations and termination requests if necessary.

- Maintain coverage and manage the medical staff 24-hour schedule and timesheet approval.

- Work closely with internal teams City and State Health agencies to improve services for children and families.

- Conduct regular and routine in-services to ensure staff are up to date on Pre-placement services and protocols.

Qualifications :

1. A valid New York state license as a Registered Nurse a baccalaureate degree in Nursing from an accredited college and a masters degree in Nursing Public Health or a related field plus four years of recent experience in public health or hospital nursing or a related field; at least 18 months of which must have been in an administrative managerial executive consultative or educational capacity or in supervision of professional public health nursing personnel working in any of the above mentioned areas; or

2. Education and/or experience equivalent to 1 above. However all candidates must possess a valid New York State license as a Registered Nurse and a baccalaureate degree in Nursing from an accredited college; and must possess the 18 months of specialized experience as described in 1 above.
