Information Technology Analyst (Principal) IT Project Manager

THE POSITION

The IT Analyst Principal (Project Manager) is a senior-level position within the Solano County IT Project Management Office (PMO)
emphasizing substantial experience in supervising and leading PMO staff and expertise in program and portfolio management. This pivotal
role encompasses overseeing the successful execution and delivery of complex projects across the organization while specifically directing
the PMO team.

The IT Analyst Principal (Project Manager) is also tasked with demonstrating advanced and expert-level technical proficiency leadership
acumen and project management skills. This includes effectively guiding cross-functional teams comprising vendors technical experts and
business stakeholders while also providing direct supervision and mentorship to PMO staff.

Beyond project oversight this role assumes a critical responsibility for managing vendor performance and ensuring that project outcomes
align with rigorous IT standards and the established project delivery framework. Leveraging extensive experience in program and portfolio
management the IT Analyst Principal (Project Manager) applies advanced technical skills to implement diverse IT projects manage risks
proactively resolve issues promptly and maintain robust communication channels with stakeholders.

The Ideal Candidate

Solano County is seeking an experienced and accomplished IT Analyst Principal (Project Manager) to lead high visibility projects and drive the
success of Solano County IT initiatives. Ideal candidates will possess a proven track record of successfully managing complex IT projects from
inception to completion ensuring delivery within scope budget timeline and with exceptional quality.

The successful candidate will demonstrate exceptional leadership strategic thinking and communication skills coupled with a strong
technical background. Your ability to effectively supervise PMO staff oversee program and portfolio management and collaborate with cross functionaland stakeholders at all levels will be critical to your success in this role.

The ideal candidate should have the following qualifications:
Two years of lead/supervisory experience over high level senior IT Project Managers is a must.Strong leadership abilities demonstrated by effectively managing and motivating cross-functional teams fostering collaboration and driving excellence.
Experienced IT PMO Supervisor skilled in establishing PMO standards policies and governance frameworks that align with organizational
goals ensuring project success and continuous improvement across the portfolio.
Experienced IT PMO Supervisor responsible for building a high-performing project management team through mentorship skills
development and clear role alignment.
Proven experience in IT project management with a track record of successfully leading and delivering complex projects within a fast paceddynamic environment.
Extensive knowledge and expertise in project management methodologies such as Agile Waterfall and Hybrid and proficiency in tools
like ServiceNow Jira and MS Project.
Comprehensive understanding of program and portfolio management principles with a track record of overseeing multiple projects and
aligning them with organizational goals.
Excellent communication and interpersonal skills with a demonstrated ability to influence and build strong relationships with stakeholders
at all levels.
Strategic thinking and problem-solving skills with the ability to navigate ambiguity and provide innovative solutions.
Proficiency in risk management issue resolution and change management processes to ensure project success and minimize disruptions.
Deep technical knowledge and understanding of IT infrastructure software development lifecycle (SDLC) and emerging technologies.
Proven ability to manage multiple priorities and projects simultaneously maintaining a high level of attention to detail and meeting
deadlines effectively.

Education: Bachelors degree from an accredited college or university preferably in Information Technology or related field.

Experience: Six (6) years of information technology systems and/or application development and support experience including two (2) years of project lead or supervisory responsibility.

Note: Additional experience may substitute on a year for year basis for the educational requirement.

LICENSING CERTIFICATION AND REGISTRATION REQUIREMENTS:

• Applicants may be required to possess a valid California Drivers License Class C.
• Some positions in this class will require technical certifications demonstrating expertise in specific bodies of knowledge.

Note: All licenses certificates and registrations requisite to the position must be kept current while employed in this class. This may include the completion of continuing education units to maintain the required registration in good standing.
