Rate of Pay: 26.30 - 34.00 per hour
Summary:
The Housing Income Manager will provide strategic and operational leadership for the Housing Revenue Service ensuring the effective collection of rents and charges while supporting tenancy sustainment. The role focuses on maximising income to the Housing Revenue Account (HRA) driving service improvement managing performance and ensuring compliance with housing legislation with eviction used only as a last resort.
Responsibilities:
- Lead and manage Housing Income and Tenancy Sustainment services deputising for senior managers when required.
- Provide strong leadership to Team Leaders and officers to maximise rental income service charges and debt recovery while maintaining a customer-focused approach.
- Ensure compliance with housing legislation regulatory frameworks and pre-action protocols with eviction as a last resort.
- Oversee rent collection service charges leaseholder charges former tenant debt recovery and income maximisation initiatives.
- Monitor manage and continuously improve service performance against national and local KPIs using data-driven approaches.
- Manage budgets expenditure and income streams to protect the Housing Revenue Account and support financial sustainability.
Qualification:
- Min Level 4 qualification related to housing management and social housing practices And to maintain annual CIH membership
Essentials:
- At least 5 years experience working in Housing or Advice Services with a minimum of 2 years at managerial level.
- Strong knowledge of the Housing Act 1996 welfare reform rent standards service charging and debt recovery.
- Proven experience in income maximisation rent collection and managing Housing Revenue Accounts.
