Description of Work

The Division of Parks and Recreation is seeking a dynamic efficient and enthusiastic individual to join the leadership team as a hands-on Project Manager.

This position manages contracts working in the field with other maintenance staff to achieve trails projects assigned to the parks. Requires thorough knowledge of project management and detailed knowledge of the States building codes NC General Statutes and the State Construction Office submittal bidding monitoring inspection and approval processes for Informal Contracts. Will frequently develop and submit highly complex drawings specifications and construction estimates to the Office of State Construction on behalf of the division for review to meet all state environmental and construction codes and standards.

Serves as project monitor on behalf of the division on highly complex Informal Contracts assigned to them which include the design and construction of trails maintenance and demolition projects of the highest complexity in values up to $500000.00. Development of contract specifications holding pre-bid meetings receiving sealed bids awarding contract projects pre-construction meetings hold weekly and monthly progress meetings submitting invoices and performing project finals and project close outs on behalf of the division.

This work requires complex technical knowledge of a wide range of park system infrastructure facilities and systems with extensive overnight travel throughout the state on a regular basis.

Key Responsibilities
This position will maintain records and P/M on all equipment assigned to the trails position.
This position advises management concerning major maintenance needs request status of active projects and completion of informal contracts.

Candidates meet the minimum qualifications of this position if they meet the minimum education and experience listed onthe vacancy announcement. Vacancy specific knowledge skills and abilities (KSAs) and/or management preferences are notrequired. Applicants who possess the following are preferred:

  • Demonstrated experience of building codes environmental rules as well as rules and regulations governing repair maintenance and construction of facilities.

  • Demonstrated experience with various types of trail systems such as: hiking bike equestrian and/or multi use trails.

  • Demonstrated experience of carpentry skills at journeyman level for maintenance and construction of bridges boardwalks retaining walls piers and/or other wood structures related to trails and trail systems.

  • Demonstrated experience with equipment operation skills at journeyman level for excavators backhoes track loader compactors tractors ATVs bulldozer and/or other equipment related to trail maintenance and construction.

  • Demonstrated experience completing cost and cost assessments in detail related to trail maintenance and construction.

Position/Physical Requirements

  • Typical work schedule is Monday-Friday 7:30 AM - 5:00 PM with flexibility 40 hours a week.

  • Must be able to work weekends evenings and/or holidays after regular work shift as necessary.

  • Position is considered Essential/Mandatory Staff and required to work on adverse weather days during park emergencies and may be called to work on special events.

  • Must be able to travel with some overnight stays when necessary.

  • Must have a valid drivers license issued from within the United States or be able to obtain one within90 daysof employment.

Within 12-24 months of hire date must have the ability to obtain and maintain:

  • Class A CDL

  • EmergencyMedicalResponderCertification
  • WildlandFireSuppressionCertifications
  • Certified inS212 Chainsaw Operations Training -perform hazardous treeassessments andif necessary treeremoval within the park.

Minimum Education and Experience

Some state job postings say you can qualify by an equivalent combination of education and experience. Associates degree in construction management air conditioning heating and refrigeration technology industrial maintenance technology or mechanical engineering technology from an appropriately accredited institution AND three (3) years of progressive experience in construction or facility maintenance including two (2) years of supervisory experience in construction maintenance and/or repair of buildings and facilities;

OR

High school or General Educational Development (GED) diploma AND five (5) years of progressive experience in facility maintenance or construction including journey level experience in at least three (3) building or mechanical trades including two (2) years of supervisory experience in construction maintenance and/or repair of buildings and facilities;

OR

An equivalent combination of education and experience.

Necessary Special Qualification

May require current certification by the EPA as a Type I II III or Universal technician as required by 40 CFR part 82 subpart F.
