Burrow Global a leading engineering and design firm in the energy sector is seeking a seasoned TAR Estimator / Project Manager to provide TAR project development support and coordination for an upcoming Turnaround project in Lake Charles LA.
The role encompasses working across all discipline areas of the organization to help develop the scope of work documents and estimates for each of the capital projects that are part of the upcoming TAR in April 2027.
Responsibilities/Duties:
Estimating Experience
- Work with area SMEs to develop and finalize scope of work documents and help finalize project estimates for needed capital projects by March 2026.
- Be responsible for the compilation and finalization of multi-discipline capacity/equipment-factored estimates based on conceptual/basic engineering packages for the TAR Project. - 10% Estimate finalization.
- Perform quantity take-offs from design drawings and develop material take-off lists BoMs or schedules of quantities.
- Solicit and evaluate budgetary construction proposals from nested site construction contractors.
- Maintain and update rates/prices in the estimate database to ensure current credible estimates.
- Regularly benchmark labor services and materials pricing against industry data; incorporate market dynamics into estimates.
- Provide deliverables that support cost control portfolio management and group insurance activities.
- Participate in estimating kick-off meetings and alignment sessions drive clarity on scope and assumptions.
- Develop external relationships with service providers; guide estimating requirements and objectives; conduct quality reviews of third-party estimates.
Project Management experience
- Oversee the development of project execution plans including scope adjustments schedule estimates and budget.
- Define project charter scope WBS tasks milestones and deliverables in collaboration with area SMEs.
- Negotiate changes to project scope and deliverables with stakeholders by established procedures.
- Work with procurement prior to the event to order and oversee long lead items and the prefabrication items needed to complete the TAR.
- Provide TAR coordination support once the TAR begins to ensure all assigned projects are completed on schedule within budget and executed as designed.
Education and Work Experience:
- A bachelors degree in engineering and PMP Certification are preferred.
- 5 years of Project Management experience in a petrochemical or refinery environment.
- Thorough understanding TAR project development.
- Proficient in CPM scheduling and project controls and possesses advanced project management expertise
- Broad knowledge of various engineering disciplines but with expertise in either of the following areas is desired:
- -Transformer and electrical motor replacements (along with work in foundation/base frames) PLC replacement/upgrades SIF projects
- -Exchanger replacements with piping modification new SCR installation for a Boiler SCR and mechanical projects.
- Active TWIC Card
