Position Summary: | |
The Superannuation Section is responsible for the administration of the Local Government Superannuation Scheme the Single Public Service Pension Scheme and the St. Laurences Hospital Superannuation Scheme in Beaumont Hospital and St Josephs Hospital Raheny. This is a key role in supporting the management and smooth running of the day to day function of the superannuation Section of the HR Department. The post holder will work on behalf of the Superannuation Manager as required with responsibility for the day to day administration of the superannuation schemes. S/he must be able to work as part of a team and have effective communication skills. This person should have a strong attention to detail. As this is a very busy department the successful candidate must be able to prioritise their workload. |
- Deputise for the Superannuation Manager where necessary - Oversee the administration of the superannuation schemes which are in operation in Beaumont Hospital. - Responsible for training new staff and implementation of Standard Operating Policies. - Implementation of circulars/directives from the H.S.E. and relevant Government departments. - Continuously develop and improve processes and documentation. - Continuously evaluate service provision to employees and make recommendations for improvements as required. - Provision of Benefit Statements and Leaver Statements for members of the Single Public Service Pension Scheme. - All work attached to the day to day administration of the superannuation schemes which includes:- Ø Calculation of retirement benefits estimated benefits and preserved benefit statements for all schemes. Ø Registration of staff into the appropriate superannuation scheme. Ø Assessment of termination of employment forms and process superannuation refunds where appropriate. Ø Verification of service for former employees of the hospital. Providing costings for this service and transferring service where required. Ø Organise monitor and reconcile the payment/deduction of superannuation arrears. Ø Liaise with internal and external stakeholders in a professional and confidential manner. Ø Oversee the annual collection of Pensioner Declaration Forms Ø Oversee the organisation and co-ordination of retirement planning courses. Ø Assist where necessary with co-ordinating and organising the Beaumont Hospital Active Retirement Association. Ø Project work that may arise from time to time. Ø Undertake all other duties appropriate to the superannuation function which may be required from time to time. |
Mandatory
In exercise of the powers conferred on me by Section 22 of the Health Act 2004 I hereby approve the
qualifications as set out hereunder for the appointment and continuing as Section Officer Grade VI
in the HSE.
1. Professional Qualifications Experience etc
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Have satisfactory experience as a Clerical Officer in the HSE TUSLA other
statutory health agencies or a body which provides services on behalf of the HSE
under Section 38 of the Health Act 2004.
Or
(ii) Have obtained a pass (Grade D) in at least five subjects from the approved list of
subjects in the Department of Education Leaving Certificate Examination including
Mathematics and English or Irish1. Candidates should have obtained at least Grade
C on higher level papers in three subjects in that examination.
Or
(iii) Have completed a relevant examination at a comparable standard in any equivalent
examination in another jurisdiction.
Or
(iv) Hold a comparable and relevant third level qualification of at least level 6 on the
National Qualifications Framework maintained by Qualifications and Quality
Ireland (QQI).
Note1:
Candidates must achieve a pass in Ordinary or Higher level papers. A pass in a foundation level
paper is not acceptable.
Candidates must have achieved these grades on the Leaving Certificate Established programme
or the Leaving Certificate Vocational programme.
The Leaving Certification Applied Programme does not fulfil the eligibility criteria.

(b) Candidates must possess the requisite knowledge and ability including a high standard of
suitability for the proper discharge of the office.
2. Age
Age restriction shall only apply to a candidate where s/he is not classified as a new entrant (within
the meaning of the Public Service Superannuation (Miscellaneous Provisions) Act 2004). A
candidate who is not classified as a new entrant must be under 65 years of age on the first day of
the month in which the latest date for receiving completed application forms for the office occurs.
3. Health
Candidates for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.
4. Character
Candidates for and any person holding the office must be of good character.
Desirable
Excellent numerical ability. Excellent knowledge of Microsoft Office. Knowledge of public sector superannuation schemes. Knowledge of the Irish Health Service. Have a minimum of 5 years experience of working in a pensions / payroll / HR environment ideally within the Public Service or body which provides services on behalf of the HSE under section 38 of the Health Act 2004 |
