Job Summary

2-3 months contract with a Local Authority
Job Summary:
The London Borough of Islington is seeking an experienced Development Partnerships Manager (Interim) to provide vacancy cover within the New Homes and Corporate Landlord service.
The role will lead on the delivery of new housing supply on council-owned land through partnership and alternative delivery models with a strong focus on maximising the delivery of genuinely affordable high-quality and energy-efficient homes.
Reporting to the Head of Development and Partnerships the postholder will lead complex development partnerships oversee financial and viability appraisals secure funding manage consultants and delivery partners and ensure all governance legal and financial requirements are met.

Key Duties/Accountabilities (Sample):
Lead the delivery of new housing supply on council-owned land through development partnerships and alternative delivery models.
Manage relationships with development partners to deliver high-quality well-designed and energy-efficient homes.
Lead the preparation and negotiation of development agreements and land transfer arrangements safeguarding the councils interests.
Develop and implement innovative delivery models to improve efficiency value for money and housing supply.
Identify and maintain a pipeline of development opportunities for partnership delivery.
Undertake site appraisals and complex financial and viability modelling maximising value for the council.
Submit and monitor grant bids via the OPS system and liaise with the GLA and other external funders.
Commission and manage consultants and professional services in line with procurement rules and financial regulations.
Secure required governance budget and member approvals.
Monitor delivery performance and future housing delivery trajectories.
Line manage the Funding Viability and Partnerships Co-ordinator.
Deputise for the Head of Development and Partnerships as required.

Skills/Experience:
Significant experience in housing development or a related field including residential development and construction contracts.
Proven experience working with developers and affordable housing providers preferably within a local authority.
Strong experience managing complex development or regeneration programmes.
Extensive experience managing large budgets financial appraisals and funding mechanisms.
In-depth knowledge of development finance and viability appraisal systems.
Strong understanding of planning policy housing policy and redevelopment in inner-city environments.
Proven contract management and negotiation skills.
Experience leading and managing multi-disciplinary teams.
Ability to influence senior stakeholders members and external partners.
Strong written and verbal communication skills.

Additional Information:
Location: Town Hall Islington.
Hours: 35 hours per week.
