Job Summary

Koniag IT Systems LLC a Koniag Government Services company is seeking a Cybersecurity Resource Manager with a TS/SCI security clearance to support KITS and our government customer at the Mark Center Alexandria VA. This is a Hybrid position that requires 1-4 days offer competitive compensation and an extraordinary benefits package including health dental and vision insurance 401(k) with company matching flexible spending accounts paid holidays three weeks of paid time off and Cybersecurity Resource Manager is a senior execution focused financial management professional responsible for full-spectrum planning execution and oversight of the Directorates internal budget. The portfolio includes more than 15 contracts and exceeds $100 million annually. This role requires demonstrated mastery of DoD financial management contract funding processes execution reporting and fiscal law. The Resource Manager must independently develop spend plans forecast shortfalls brief leadership and resolve execution issues without external coaching. This position directly enables the Directorate to meet its cybersecurity mission through precise and timely resource Functions Responsibilities & Duties may include but are not limited to:Budget Planning and Spend Plan Development:Develop and maintain the annual spend plan with zero defect accuracy ensuring alignment with strategic priorities and execution detailed monthly and quarterly forecasts for all funding lines contracts and program and brief funding shortfalls deltas and emerging risks with recommended mitigation Management and Funding Package Creation:Prepare complete and audit-ready funding packages including IGCEs PWSs Statements of Objectives and DD 7600A all documentation required for PR/MIPR initiation and ensure packages meet contracting and fiscal law directly with contracting officers to ensure timely obligation and obligations expenditures and burn rates for all contracts and provide variance Determination and Compliance:Apply expert level knowledge of RDT&E O&M and Procurement appropriations to determine correct funding all actions comply with fiscal law DoD FMR and appropriation program managers on funding strategies to optimize execution and prevent Anti Deficiency Act (ADA) Execution and Reporting:Execute the Directorates internal budget and ensure timely processing of all funding monthly execution reports for SES leadership including KPIs variances and actionable execution data from multiple systems (e.g. GFEBS DEAMS PBIS internal trackers).Financial Execution Monitoring and Compliance:Monitor execution performance against OSD benchmarks and identify areas requiring corrective and implement corrective action plans to address execution compliance with DoD financial management policies and maintain audit-ready Collaboration:Serve as the Directorates primary financial advisor for all budget and execution with program managers contracting officers and external stakeholders to ensure synchronized and Record Keeping:Maintain complete accurate and audit-ready financial records for all compliance with DoD record-keeping requirements and internal Improvement:Identify inefficiencies in budget and execution workflows and propose and implement standardized best practices for financial management across the Qualifications:Active TS/SCI security of 15 years of experience in DoD financial management budget execution or contract experience in creating and managing funding packages including IGCEs PWSs and DD Form experience with MIPR/PR preparation and experience in developing and executing spend in preparing and presenting budget execution reports to senior and Skills:Expert knowledge of DoD financial management policies regulations and -depth understanding of RDTE and O&M funding rules and analytical and problem-solving communication interpersonal and presentation in financial management software and Microsoft Office Suite (especially Excel).Ability to work independently and as part of a to manage multiple priorities and meet Qualifications:Certified Defense Financial Manager (CDFM) or other relevant with DoD financial management systems (e.g. Defense Agencies Initiative (DAI)).Familiarity with the DoD Planning Programming Budgeting and Execution (PPBE) in developing and implementing process briefing senior leadership on budget-related Equal Employment Opportunity PolicyThe company is an equal opportunity employer.
