BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP uses of Special Nutritious Foods (SNF) on a large scale with considerable peaks and lows between and within years.. This variability the high cost of such products production considerations lead-time and product sensitivity create significant challenges for supply chain management and the nutrition programmes. The varying demand and availability of these products pose a challenge to WFP operations causing potential pipeline breaks that have serious repercussions on the organization and its response efforts. Further corporate commitment to nutritionally adequate rations in general food assistance also requires careful analysis of the actual and potential use of fortified foods.
The Food Quality team works in close collaboration with the Supply Chain Division to coordinate cross-functional efforts to strengthen systems and capacities to ensure that the right nutritious foods safely reach the right beneficiaries at the right time in humanitarian and development contexts.
Within the Nutrition and Food Quality unit it is critical to maintain detailed demand and supply outlooks of nutritious foods within WFP operations connecting WFP planning and use information with analysis on supplier capacities global stocks etc to facilitate efficient and effective supply management for WFP operations across all regions avoiding both stock outs and surpluses.
Under the Food Quality Team Lead the incumbent will perform the following responsibilities:
ACCOUNTABILITIES/RESPONSIBILITIES:
Routine analytics on SNF and fortified foods supply management.
Regularly scan SNF and fortified food requirements alerting on important changes and trends pipeline shortages and surplus of inventory and support analytical work on contingencies and stock visibility.
Participate in monthly SNF replenishment processes provide input on pipeline shortfalls and SNF Procurement and define strategic priorities for SNF replenishment and allocation.
Provide data analysis (e.g.- requirement vs supply) and optimization analyses - to be able to support fact based decision-making process on the supply chain management of nutritious foods.
Support Nutrition operations and ensure clear information regarding SNF and fortified foods supply chain management is circulating within the team.
Support supply chain planning in Nutrition related projects and requests using Optimus and other tools on as required basis.
Support to working groups and task forces
Participate in and support the secretariat of the SNF Working Group and the Food Fortification Task Force to offer dashboard analytics define supply chain priorities/improvement and identify support required by Regional teams and COs.
Support the SNF WG in various projects and activities such as SNF demand projection Nutrition Operations Strategic Analysis WG meeting notes and newsletter annual report risk analysis & risk register etc.
Support and contribute to special analytical projects of corporate relevance
Support SNF product rationalization substitution opportunities and prioritization including supporting regional teams and country offices with detailed analyses of the demand for each category of activities and implications of rationalization/prioritization/substitution in terms of cost and other supply chain implications; contribute to corporate efficiency analyses for the same.
Coordinate support contribute to (as appropriate) development of SNF last mile delivery mechanisms in coordination with WFP SC and NUT colleagues regional teams and COs.
Support the WFP-UNICEF transition of management of acute malnutrition by providing long-term projections of SNF requirements in coordination with the NUT team by coordinating in-kind donations including coordination of in-kind SNF donation with COs and analytics for supply chain management for the transition plan.
Support and contribute to corporate tool development and capacity enhancement
Contribute to the development of corporate SNF management processes tools and capacities in GHQ and COs to ensure long term coordinated integrated and consolidated SNF demand and supply outlooks for timely and efficient supplies. Including (but not exclusive to) re-vamping the planning processes of the upstream supply chain (including global sourcing and delivery planning) by supporting the design of and deployment of SCOUT (upstream planning tool) and AI based demand planning tools.
Improve planning at field level and contribute to planning trainings taking into consideration actual lead times and programme and supply chain constraints.
DELIVERABLES:
Regular updates and alerts to the main stakeholders (primarily the SNF working group and Food Fortification Task Force) on the status of SNF and fortified foods demand and supply; based on regular scans of the dashboards and additional contextual analyses
Fortnight analysis of SNF supply chain provided to the SNF work group which highlights SNF requirements Vs supply and the main issues regarding SNF pipelines per RB/COs with potential contingency actions for discussion.
Regular supply chain analyses and planning scenarios provided for replenishment of corporate stocks of SNFs in close collaboration with Nutrition GCMF Procurement and Planning teams.
Documented lesson learned from routine analyses pilot projects and ad hoc data deep dives to contribute to corporate guidance and efficiency gains in procedures tools and corporate supply management architecture for nutritious foods in WFP operations.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: Master University degree in engineering or supply chain management or related field
Experience:
Minimum 4 years of experience in humanitarian affairs at HQ and in the field of operations or;
Minimum 4 years of experience in private sector with a focus on supply chain management and data analysis.
Demonstrated expertise in supply chain engineering.
Prior experience in Supply Chain planning process mapping data analytics and development of SC tools and development of KPIs.
Knowledge & Skills:
Knowledge on Supply Chain planning and optimization models
Advanced use of Microsoft Excel and experience with data visualization tools / BI tools.
Advanced skills on data transformation and visualization
Proficiency in computer programming (python and pandas preferred)
Ability to summarize and present meaningful insights to senior management
Languages:
Fluency in English French desirable. Working knowledge of another UN language - desirable
