Responsibilities
We areseekingahighly experiencedChief OperationsEngineerto serve as theoperationallead andon-sitepoint of contact (POC) for amission critical program. The Resilient Missile Warning/Missile Tracking (Resilient MWT) Medium Earth Orbit (MEO) program provides a capability-based phased delivery approach to meet the operationalobjectivesystem that fully satisfies the Missile Warning (MW) and Missile Defense (MD) Overhead Persistent Infrared (OPIR) Capability Development Document (CDD).
The ideal candidate will apply deepexpertiseinleadershipgroundoperationssegmentandengineering principles to assess requirements developoperational designs and oversee the operational execution fortheprogram.This role requires strong leadership the ability to manage multiple projects simultaneously and collaboration with various stakeholders including government and contractor personnel.
TheChief Operations Engineer validatesthefunctionality of thecurrentoperationscenter forsupport of thegroundsegment operationsandoversee the development of anewBack-upoperations facility.
Key Responsibilities:
- Translatesprogrammatic andCustomerrequirements intooperationaldesign andvalidatecompliance of generatedprocessesproceduresandBMSOCfacilitydesign
- Select andworkwith suppliers and designersto developandfinalizetheMSOCandBMSOCdesignandcoordinate thedesignwiththeCustomerfor approval.
- Serve as theprimaryoperationsPOC for theprogram.
- Investigate andanalyzeunique or highly technicaloperationalandCustomer issuesbyproviding technicalassistanceinestablishingprocedures andprocessestoresolveor avoidsimilarissues in the future.
- Review and evaluate complexnon-nominalobservationstoincludecrew deviationsandimplement corrective action as needed.
- InterfacewithgovernmentCustomers vendorssubcontractorsandprogram membersto resolve technical and quality problemsrelating togroundsegment operations.
- Performcomplextechnical surveillanceto improveoperationalsupportimproveproceduresidentifyimprovements insoftware andincreasequalitybyreducing operational risk.
- Provide guidancetobothCustomer andprogram leadershipin the areas of producibilityoperationalprocesses equipment improvement qualitycontrol softwarequalityandconfiguration management and procurement
- Communicate andcollaborate effectively with stakeholders to foster support for programobjectives.
- Overseeproject efforts to ensure technical executionremainson schedule and within budget.
- Work with PMO and TPOCs to define technical requirements schedules performance criteria project kick-off briefings and othertechnicalreports anddocuments asrequiredfor program deliverables.
- Provide recommendations based on technical assessments and present findings to key decision-makers.
- Attendandhostmeetingsas required by the CustomerorCustomerdefineddeliverables.
- Review and approvecrewschedulingandverifyalloperational shifts arefullymannedperthe CONOPS.
- Supervise and mentor junior engineersand operatorsas needed.
- Ensure seamless communication and collaboration acrossprogrammatictechnical teams.
- Support the PMO by conducting programmatic and technical evaluations.
- Manage multiple projects and priorities effectively.

Qualifications
Required Qualifications:
- 10years experiencein related field
- Active TS/SCI clearance.
- At least 7 years of experience reviewing technical schedule and budgetary aspects of projects.
- Provenabilityleadingspace vehicle operations space operational environments and or ground segment operations
- Demonstrated ability to support anomaly resolutionandconductroot cause analysis
- Demonstrated written and oral communication skills including ability to communicate effectively with peers and management.
- Previousexperiencedeveloping operational proceduresand processes
- Previousexperience trainingcrewmemberstoperformoperationalcrewduty
- Previousexperienceevaluatingandcertifyingcrewsforproficiency.
Desired Qualifications:
- Bachelors degree in Aerospace Engineering Electrical Engineering Mechanical Engineering Physics or related field and 6 years of relative experience.
- At least 7 years of experience developing technical requirements schedules FTE estimates performance criteria CDRL definitions and project kick-off briefings.
- Experience supporting operational facility designanddevelopmentorupgrade
- Previousexperience associated with Resilient MWT and or MW/MD OPIR operations is highly desired.
- Previousexperience with OS/COMET isdesired.
- Expertiseintheory of operations performance characteristics vulnerability and employment of foreign weapons systems.
- Experience leadinganalysis evaluation and assessmentof intelligence information on defensive systems and technologies.

Target Salary Range
$104000 - $166000. This represents the typical salary range for this position. Salary is determined by various factors including but not limited to the scope and responsibilities of the position the individuals experience education knowledge skills and competencies as well as geographic location and business and contract considerations. Depending on the position employees may be eligible for overtime shift differential and a discretionary bonus in addition to base pay.
