The Riverside County Department of Registrar of Voters is seeking an Elections Technician II - Servicesfor the Operations Division EO Polls Warehouse Unit for the Riverside location.

PLEASE NOTE: The position may require full-time office presence for several months leading up to during and after elections due to the high workload. The role may involve working weekends and holidays including mandatory overtime during election and post-election periods. Travel throughout the county may be required. Outside of election season employees may choose from a 4/10 9/80 or 5/40 workweek schedule with the option of a hybrid schedule based on business needs. Flexibility working overtime weekends and holidays is required.

The Elections Technician II - Services will be responsible for performing a wide range of warehouse operations tasks through a blend of office-based tasks and hands-on logisticssuch as coordinating and maintaining contracts with potential vote center sites managing high volume inbound and outbound calls performing inventory/asset management of election supplies including performing quality control and imaging of laptops and performing general warehouse operations for supply management. This role requires occasional travel throughout Riverside County for vote center site coordination neighborhood surveying and tasks related to supply management.

The most competitive candidate will have previous election cycle experience knowledge of Microsoft Office Suite (PowerPoint Excel and Word Publisher) Adobe and California Elections Codes and previous experience with inventory/asset management and data entry. Previous warehouse experience and demonstrated knowledge of process improvement in previous roles is preferred.

The position involves sustained periods of standing during outreach initiatives and electoral events routine handling and lifting of boxes and extensive walking associated with both election-related and warehouse activities.

The Riverside County Department of Registrar of Voters ensures the electoral process will be conducted professionally consistently demonstrating neutrality and non-partisan decision-making based upon a thorough knowledge of and compliance with all election laws by administering them timely responsively and with integrity on behalf of those we serve.

EXAMPLES OF ESSENTIAL DUTIES

Communicates with potential vote center staff elected officials and members of the public to procure and maintain vote center and vote-by-mail drop off facility contracts.

Answers telephones and responds to routine telephone inquiries; refers callers to appropriate supervisor or informational source for more detailed information.

Proofreads and provides data for official materials and documents to be shared with members of the public.

Stores inventories manages and/or retrieves a variety of election materials and equipment.

Assists directs and instructs the public with information regarding polls/precinct locations and in the more difficult or unique elections processes and legal procedures required by a variety of municipal special district State and/or Federal mandates.

Prepares inspects and stages for outbound and return of electronic vote center equipment and supplies.

Assists in the assembly of vote center supplies and materials.


Assembles various boxes and materials needed to conduct elections.

Distributes election supplies including but not limited to computer paper copier paper voter registration cards envelopes etc.

Prepares outdated voting material scheduled for destruction including voted and unvoted official ballots sample ballots state pamphlets and office forms by boxing palletizing shrink-wrapping and loading on to recycling vehicles.

Receives inventories maintains and separates all official election supplies and materials.

Restocks and regularly inventories all equipment and supplies in warehouse and/or storage facilities.

Maintains filing system of incoming and outgoing material (inventory).

Stores inventory and repairs election equipment materials and supplies.

Supervises trains and directs the work of temporary and/or seasonal warehouse workers during high workload and peak election times when instructed.

MINIMUM QUALIFICATIONS

Knowledge of: Modern office practices and procedures; Operation of standard office equipment including word processing computerized data systems and terminology; Current English usage (grammar spelling and punctuation); Filing indexing and cross referencing methods; Proper telephone techniques; Procedures for dissemination of appropriate information to the public; Basic California State and federal elections procedures; General function of the elections work unit to which assigned; Procedures for dissemination of elections information to the public candidates and/or government officials; Elections deadlines and criticalities; General ballot requirements and ballot tabulating methods; Basic arithmetic.

Ability to: Perform general clerical work; Understand and follow both written and oral instructions; Perform data entry and other computerized and or information processing tasks; Learn office operations including ongoing working and procedural changes; Alphabetize and file documents according to system directions; Concisely and efficiently obtain record and relay information from the public and community and government officials served; Read understand explain procedures forms and processes with tact and courtesy to the general public and government officials; Speak English at a level for effective job performance; Learn to perform diverse clerical and technical elections operations tasks required by the office; Learn to operate a variety of unique computerized output and/or electronic imaging equipment of the elections office; Learn to perform equipment adjustments if and as needed; Read and understand applicable elections codes and instructions; Make decisions in standard elections procedural matters without immediate supervision; Prepare and maintain accurate records and reports; Make arithmetical calculations rapidly and accurately; Establish and maintain effective and cooperative working relationships; Communicate in English and at the professional level of the Elections Office with the voting public candidates elected and government officials.

Experience: One year experience as an Elections Technician I in Riverside County;

OR

Two years full-time experience with a municipal county or state election office;

OR

Three years clerical experience which must have included work with data entry and/or computerized systems and two years experience which must have included the responsibility for communicating or explaining information or procedures to the public.

Substitution: One year of the required three years clerical experience may be substituted by either of the following:

Completion of either 9 semester or 18 quarter units from a recognized college or 250 hours of training from a recognized occupational program in secretarial sciences office practices business education or a closely related field;

OR

Completion of 360 hours of training from a recognized occupational training program in secretarial sciences business education or a closely related field.

Other Requirements
License/Certificate: Possession of a valid California Drivers License is required.

Skill: Sufficient keyboard or typing skill to enable the applicant to complete 35 net words per minute may be required.
