The Office of Workers Compensation Administration
The Office of Workers Compensation Administration (OWCA) in Louisiana oversees the enforcement and administration of workers compensation laws aiming to support early return-to-work efforts and improve workplace safety. We do not process individual workers compensation claims or issue benefit payments.
TheWorkers Compensation Judge-Chief serves as a principal administrator of the Hearings Division within the Office of Workers Compensation overseeing statewide judicial operations to ensure consistent efficient and complaint adjudication of workers compensation disputes. This role provides leadership and coordination across 10 district offices evaluates performance and addresses training and development needs for judicial personnel. The role ensures division-wide compliance adjudicates motions to reuse and other hearings as needed and fills judicial gaps during extended absences or vacancies.

Job Details:
Serves as administrator of the Hearings Division of the Office of Workers Compensation. Develops policies and procedures necessary to ensure the efficient operation of the Hearings Division.
Prepares and/or monitors the preparation of manuals governing the procedures and operation of the Hearings Division.
Reviews recommends changes and directs the drafting of changes in the Hearing Rules and Workers Compensation Act as necessary.
Identifies training needs schedules training sessions prepares training materials initiates development of Subordinates and recommends appropriate personnel actions as required.
Directs monitors and appraises the performance of the various district offices and provides the necessary coordination between activities.
Consults with segments of management responsible for policy or action.
Ensures compliance within area of responsibility. Assist with any necessary updates to the Louisiana Administrative Code.
Conducts hearings on Motions to Recuse workers compensation judges or assigns to another workers compensation judge for hearing; and adjudicates workers compensation hearings and trials upon extended absence of judge or vacant judge position.
Acts as liaison with Records Management Medical Services and other divisions of the agency as well as diverse state and federal entities to coordinate the efficient handling of claims.
Conducts performance evaluations of subordinates and ensures that duties responsibilities authority and accountability of all direct subordinates are defined and understood.
Acts as liaison with the public and responds to both public and legislative complaints concerning the conduct of the Workers Compensation Judges and their staff.
Speaks at seminars and conferences on Workers Compensation issues
