Description of Work

The NC State Highway Patrol is seeking an enthusiastic team member to join the Personnel Unit as an HR Operations Consultant. The HR Operations Consultant serves as a subject matter expert in managing and administrating complex human resources programs. This role guides employers employees and other stakeholders through complex operations processes. The HR Operations Consultant applies knowledge of Human Resources regulations best practices and policies. Ensures that the organization is managed efficiently fairly and in compliance with the law. This position reports to the Salary Administration/Recruiting Manager.

Key Responsibilities include but are not limited to:

  • Serve as a subject matter expert on HR operations policies procedures and best practices.

  • Administer and optimize HR systems (e.g. Workday SAP or HRIS platforms).

  • Documenting on-boarding and filing documentation for accuracy.

  • Provide guidance and advice on proper operations processes.

  • Act as a liaison between employees management and outside partners/stakeholders.

  • Ensure clear communication and timely exchange of information.

  • Educate and advises all partners on policies and best practices to ensure both state and federal compliance.

Position/Physical Requirements:

  • Typical work schedule: Monday-Friday; 8:00am-5:00pm

Management Prefers:

  • Demonstrated knowledge of HR related laws policies and practices as it relates to the program areas of assignment.

  • Demonstrated experience in collecting and analyzing data and evaluating program effectiveness.

  • Demonstrated expereince in program analysis and evaluation.

  • Demonstrated experience implementing and managing HR programs and procedures.

  • Demonstrated experience using Workday/HRIS systems.

  • Demonstrated working knowledge of Smartsheet.

Minimum Education and Experience

Bachelors degree typically in Human Resources

OR

related field from an appropriately accredited institution;

or High school

OR

General Educational Development (GED) diploma

AND

3 years of progressive experience in Human Resources;

OR

equivalent combination or education and experience.

Veterans and National Guard Preference

Applicants seeking Veterans Preference must attach a DD Form 214 Certificate of Release or Discharge from Active Duty along with the state application.

Applicants seeking National Guard Preference must attach an NGB 23A (RPAS) along with the state application if they are a current member of the NC National Guard in good standing.

Applicants who are former member of either the NC Army National Guard or the NC Air National Guard with honorable discharge and six years of creditable service must attach a copy of the DD 256 or NGB 22 along with the state application.
