Division: Office of Policy Research and Innovation

This position serves in the Office of Policy Innovation and Research and specializes in legislative affairs policy planning and analysis outreach and communications. The position is heavily involved in executive policy review and development including research compilation of related data and formulation of recommendations as well as the drafting tracking and implementation of insurance-related legislation and policy. The position works closely with other staff within the Office of Policy Innovation and Research to track insurance and legislative trends in Louisiana and other states identify the causes of issues within the Louisiana insurance market and develop research-backed proposals to resolve those issues in the most effective and efficient manner.

  • Ability to draft legislative instruments and amendments
  • Strong legislative analysis and policy development skills
  • Proven ability to conduct legal research and compile data
  • Demonstrated skill in presenting research and analytical findings
  • Clear and effective written and oral communication skills
  • Experience providing expert testimony and preparing agency reports
  • Ability to serve as a liaison and coordinator with government agencies
  • Ability to provide timely and accurate responses to legislative inquiries
  • Knowledge of statistical analysis and long-range trend forecasting
  • Ability to manage complex projects and multiple deadlines
  • Ability to initiate and conduct policy research using a variety of tools
  • Adaptability and strong problem-solving skills in a fast-paced environment
Preferred Skills and Qualifications
  • Licensed to practice law in Louisiana
  • Possession of a Juris Doctor (JD) degree
  • Advanced knowledge of legislative processes and governmental structure
  • Advanced knowledge of legislative parliamentary procedures
  • Experience working with senior-level staff and legislators
  • Strong relationship management skills with government and private industry officials
  • Experience in public outreach and communications
  • Familiarity with organizations that develop model insurance legislation

Job Duties and Other Information

Job Duties

  • 50% Works closely with senior-level staff legislators and other state entities in the drafting and implementation of legislation. Monitors and evaluates legislative instruments; develops and revises draft amendments; and as needed provides expert testimony and agency reports to state officials and the Legislature. Serves as a liaison and coordinator with other government agencies regarding legislation or potential legislation. Responsible for ensuring timely and accurate responses to legislative inquiries and requests for information. Conducts legal research; compiles related data and statistics; drafts recommendations; and assists with the development of draft legislation. Serves as a special advisor in policy planning and analysis. Initiates policy research using needs assessment surveys questionnaires model legislation and related tools. Conducts trend evaluation and long-range forecasting based on statistical analysis.
  • 30% Confers with and serves as a liaison to high-level officials in state and local governments agencies and private industry regarding agency programs goals and mission. Manages expectations and working relationships; presents research and analysis to agency management; addresses industry-specific concerns; and effectively communicates on behalf of the Department.
  • 20% Performs other duties as assigned.
