Job Summary

General Responsibilities: Provides strategic direction and daily management of the department responsible for the transportation of pupils to and from school and special events.


Essential Duties:

  • Provides safe efficient and effective home-to-school transportation services in compliance with state laws and regulations and school division policies and regulations.
  • Plans and develops transportation routes and schedules using automated transportation management software. Reviews routes annually for safety and efficiency.
  • Develops and implements written policies and procedures.
  • Coordinates workshops and professional development for transportation personnel.
  • Directs and manages human resource functions of the department to include the following: recruiting selecting and training bus drivers bus attendants and staff; monitoring and evaluating performance; implementing corrective action as necessary; developing and implementing effective staffing and organizational structure; payroll; time and leave; and fostering individual development opportunities.
  • Maintains time and attendance records for transportation personnel. Review and approve submission of all extra time and leave requests and ensures appropriate use of sick leave.
  • Maintains various records and prepare oral and written reports on transportation activities as needed and requested.
  • Promotes positive work attitudes effective communications and beneficial relations with all school and department employees administrators School Board members community and governmental agencies.
  • Supervises trains and evaluates all transportation department personnel.
  • Prepares transportation budget.
  • Monitors weather conditions and gives recommendations on whether to cancel school to delay school opening or to have early dismissal.
  • Assists and coordinates with on-road driver Communicates with building administrators to ensure high quality service.
  • Assists with maintaining two-way radio communications with buses and maintaining the daily schedule of bus runs.
  • Performs random observations at schools and on the road.
  • Conducts follow up on complaints relating to driver/attendant performance by investigating facts pulling and reviewing bus video tapes reviewing regulations and procedures and initiating progressive disciplinary process if necessary.
  • Administers driver drug and alcohol testing program. Acts as liaison with Prince William County Occupational Health contact. Receives and schedule random drug and alcohol tests ensuring all CDL testing requirements are met.
  • Updates automated transportation software on a daily basis.
  • Updates Transportation Manual to conform to changes in School Board Policies Superintendent Regulations Virginia Administrative Codes and Virginia Department of Education requirements.
  • Creates specifications for ordering new buses and School Board Vehicles.
  • Arranges transportation for homeless students.
  • Schedules drills and training to meet state reuirements.
  • Responds to bus accident sites and complete state required bus accident forms; enter information into state data base.
  • Performs related work as required.

Requisite Knowledge Skills and Abilities:

  • General knowledge of automated transportation management (routing) software and the principles associated with the development of effective and efficient bus routes and schedules.
  • Possess strong technology skills.
  • Exceptional written and oral communication skills.
  • General knowledge of geography of city and locations of streets.
  • Knowledge of the unique requirements of Special Education and other specialized programs.
  • Familiar with the IEP process for Special Education students.
  • Familiar with Virginia Department of Education rules and guidelines regarding buses and school transportation.
  • Work effectively and communicate with students parents school personnel and the public from diverse cultures or background.
  • Promote positive interactions communicate effectively and maintain a positive working relationship with all members of the transportation department.
  • Consistently enforce policies procedures and regulations.

Requisite Education and Experience:

  • Must possess a Bachelors degree. Masters Degree preferred
  • Strong problem-solving skills and the ability to handle emergencies.
  • Proven experience in a leadership role.
  • Knowledge of principles of transportation practices and administration of policies that impact the performance of pupil transportation and related services.
  • Minimum of five (5) years of experience in a supervisory role required.
  • Must complete state certification in Driver Training and Substance Abuse within 90 days of hire date and Special Education Driver training within 120 days of hire date.
  • Must have possession of or ability to obtain a Class B commercial motor vehicle license as defined by the Virginia Department of Motor Vehicles; or is required to obtain a commercial drivers license CDL-B with P and S (passenger and school bus) endorsements with air brakes within 6 months from hire date.
  • Must have and maintain a good driving record.

Physical Requirements:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact as normally defined by the ability to see read talk hear handle or feel objects and controls. Physical capability to effectively use and operate various items of office related equipment such as but not limited to: a personal computer calculator copier and fax machine. Significant climbing stooping kneeling crouching reaching standing walking pushing pulling lifting grasping or repetitive motions required.
