General Definition of Work
Performs complex administrative work directing supervising and providing services aimed at helping Veterans to obtain benefits through local state federal or other agencies maintaining records and reports and related work as apparent or assigned. Evaluate and assess the success of the services provided and recommend additional services as needed. Work involves setting policies and goals under the direction of the County Commissioners and County Administrator. Departmental supervision is exercised over all personnel within the department. Full-Time & Part-Time employment will be considered for this position.

Essential Functions
Knowledge Skills and Abilities
Comprehensive knowledge of the laws rules regulations policies processes and procedures governing Veterans programs and benefits; ability to deal with people who have various mental socio-economic and risk levels; ability to deal with hostile potentially unstable and sometimes unkempt persons in a calm and effective manner; comprehensive skill and coordination of services for Veterans and evaluation of gaps in services; comprehensive knowledge of community organizations agencies and facilities related to Veterans affairs; thorough skill using standard computer equipment and related hardware and software; thorough skill filling out benefit forms and relating necessary data to agencies; thorough skill using standard database programs; comprehensive knowledge composing general correspondence and standard correspondence related to claims; ability to make arithmetic computations using whole numbers fractions and decimals; shall be able to compute rates ratios and percentages; multi task; direct and supervise staff; understand interpret and apply technical rules directives and regulations; deal with officials Veterans dependents and others fairly and effectively; establish and maintain effective working relationships with associates; prepare reports and maintain records; establish and maintain effective working relationships with clients service providers federal agency representatives medical facilities and the general public.
Education and Experience
Bachelors degree and considerable knowledge of the operations/culture of the military Veteran advocacy or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing using hands to finger handle or feel and repetitive motions frequently requires sitting and occasionally requires standing walking climbing or balancing stooping kneeling crouching or crawling reaching with hands and arms pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately loudly or quickly; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data operating machines operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office light traffic).

The incumbent may encounter not public data in the course of these duties. Any access to not public data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data are being accessed incumbent should take reasonable measures to ensure the not public data are not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished incumbent must properly store the not public data according to Chapter 13 Minnesota Statute. If a new work assignment requires access to not public data the incumbent is permitted to access not public data for the work assignment purposes only. Any access to not public data must be strictly limited to the data necessary to complete the work assignment and after the assignment is completed the employees work assignment no longer requires access.
Full-Time & Part-Time employment will be considered for this position.
Minimum Qualifications
Salary: Salary Range: $36.60 - $51.74 per hour.
