THE CHALLENGE
The Manager of ROC Operations will help the company manage the ROC. This position reports to the Senior Director Solar and ROC Operations and will oversee a team of ROC Operators maintaining continuous 24/7 monitoring and control of company assets.
THE RESPONSIBILITIES
Operational Governance & Accountability
- Owns overall performance reliability and governance of the ROC across all shifts and operating conditions.
- Establishes roles responsibilities escalation paths and decision authorities for ROC operations.
- Reviews operational performance incidents and trends and drives corrective actions and continuous improvement.
Regulatory Compliance
- Serves as the ROC owner for applicable NERC standards and reliability requirements including but not limited to COM-002 VAR-002 and other standards relevant to ROC operations.
- Ensures ROC operating procedures training frameworks and operational practices are designed to meet all applicable regulatory and compliance obligations.
- Acts as the primary ROC interface with internal Compliance and Regulatory teams.
- Leads preparation for NERC audits self-certifications data requests and internal compliance reviews related to ROC functions.
- Owns corrective action plans and remediation activities associated with ROC-related compliance findings or deficiencies.
Process Procedure & Training Framework Ownership
- Owns the design approval and lifecycle management of ROC procedures standards and operating instructions.
- Establishes the ROC training and qualification framework and ensures effective implementation through ROC leadership.
- Periodically reviews training effectiveness operator readiness and procedural adherence and adjusts frameworks as needed.
People Leadership & Organizational Management
- Directly manages a team of six (6) ROC Operators.
- Establishes staffing models and approves coverage strategies to ensure continuous 24/7 ROC operations.
- Oversees hiring workforce planning and succession planning for the ROC organization.
- Responsible for ensuring continuity of coverage in the event of unexpected absences or departures.
- Sets expectations for professional conduct operational discipline and accountability across the ROC team.
Inter-Departmental Interfaces & Cross-Functional Integration
- Establishes and maintains formal operating interfaces handoffs and communication protocols between the ROC and internal stakeholders including Asset Management O&M IT Cybersecurity Markets Commercial and Compliance.
- Resolves cross-functional conflicts and alignment issues impacting ROC performance reliability or compliance.
ROC Infrastructure Technology & Cybersecurity Ownership
- Owns the ROC infrastructure and technology roadmap including control room systems SCADA telemetry communications and physical workspace.
- Accountable for the availability reliability and adequacy of ROC operational tools and systems.
- Coordinates with SCADA IT and Cybersecurity teams to ensure ROC networks systems and access controls meet company and regulatory requirements.
- Owns ROC physical and cybersecurity policy frameworks including CFIUS-related requirements and oversees implementation with appropriate internal partners.
New Asset Integration & Operational Readiness
- Owns the ROC asset integration framework for new generation facilities.
- Establishes standards acceptance criteria and readiness requirements for onboarding new assets into ROC operations.
- Oversees integration planning testing and handoff to steady-state operations in coordination with Development Engineering IT SCADA and Asset Management teams.
- Ensures new assets are fully integrated into ROC procedures training frameworks and compliance programs.
Financial & Resource Accountability
- Owns the ROC operating budget including staffing technology software licensing and third-party services.
- Tracks expenditures and ensures compliance with approved budgets and financial controls.
- Develops business cases for ROC investments enhancements and resource needs.
- Balances cost control with operational reliability safety and compliance risk.
Leadership & Representation
- Represents the ROC function in discussions with senior leadership and cross-functional stakeholders.
- Provides strategic and operational updates on ROC performance risks and improvement initiatives.
- Supports company growth by scaling ROC capabilities processes and systems in alignment with fleet expansion.
THE PROFILE TO SUCCEED
- Minimum of 710 years of experience in real-time power system operations energy management or control room environments with progressive responsibility.
- Prior Experience in utility-scale generation system operations market operations transmission operations or related energy industry roles.
- Demonstrated experience owning operational processes procedures or programs
- Experience working across multiple ISOs/RTOs; familiarity with CAISO ERCOT SPP and PJM strongly preferred.
- Proven experience leading operational teams in high-reliability 24/7 environments.
- Demonstrated ability to establish expectations accountability and operational discipline.
- Experience managing performance coaching employees and addressing personnel issues in a structured and professional manner.
- Strong working knowledge of NERC reliability standards applicable to ROC functions.
- Experience supporting or leading NERC audits self-certifications or internal compliance reviews.
- Demonstrated ability to design operational procedures training frameworks and governance structures that meet regulatory requirements.
- Solid understanding of ROC technologies including SCADA systems telemetry communications networks and control room infrastructure.
- Working knowledge of cybersecurity principles access control and network segmentation in operational environments.
- Experience with asset integration and operational readiness for new generation facilities.
- Demonstrated ability to establish and manage effective interfaces between operations and other business functions including Asset Management IT Cybersecurity Compliance Markets and SCADA.
- Strong communication skills with experience presenting operational risks performance and improvement plans to senior leadership.
- Experience owning or managing operating budgets including forecasting cost tracking and variance management.
- Ability to develop business cases for operational investments and technology improvements.
- Demonstrated judgment in balancing cost control with operational risk reliability and compliance requirements.
- Preference for candidates holding NERC System Operator certifications (RC TO BIT BI) or ISO/RTO operator certifications (e.g. ERCOT PJM).
- Ability to maintain required certifications as applicable and support the development of certification readiness within the ROC team.
- High integrity sound judgment and a strong sense of accountability.
- Comfortable operating with ambiguity while building structure and clarity for others.
- Detail-oriented while maintaining a systems-level perspective.

The position functions in a smoke and vaping free professional office environment. The role routinely utilizes standard office equipment such as laptop computer phone and scanner/photocopier. Noise levels can be moderate to high when visiting job sites and may contain light to heavy equipment vehicles small to large equipment materials communication equipment and tools.
