The Position

External Affairs International (EAi) part of the Roche Pharma CEO Office ensures the company can shape the policies funding decisions and market conditions that determine how healthcare innovation is valued and rewarded. We influence globally where strategic priorities are defined and enable locally where business impact is delivered. Through focused advocacy and a connected global network EAi builds trusted relationships with governments multilateral institutions and global partners develops third-party advocates and forges alliances that protect and grow Roches business while improving patient access to innovation.

The Global Health Policy team operates within the External Affairs International division serving as a critical engine for driving execution and operational excellence across the organization. Reporting to the Head of Global Policy and Advocacy this department focuses on the development and delivery of global-to-local Policy and System Shaping strategies. The team acts as a bridge between high-impact strategic initiatives and impactful local execution fostering a culture of agility innovation and mastery across Roches global network to address the worlds most pressing healthcare challenges.

The Opportunity

The Global Health Policy Team Lead is a visionary leader and strategic driver responsible for shaping designing and implementing Roches global health policy and system this pivotal role you will lead a team of direct reports to advance policy priorities that foster innovation global health equity and value creation across all stakeholders. As a trusted advisor to the business you will orchestrate global-to-local alignment manage stakeholder relationships at the highest levels and provide the strategic direction necessary to position Roche as a leader in the global healthcare dialogue.

Key Responsibilities

  • Strategic Design & Execution: Define and implement a global health policy and system strategy aligned with the OneRoche Pharma Strategy translating global priorities into actionable local strategies.

  • Team Leadership & Development: Oversee direct reports by providing vision and strategic direction ensuring clear roles managing expense budgets and fostering a high-motivation environment with a strong sense of urgency.

  • Global-to-Local Orchestration: Serve as the primary policy architect for frameworks that ensure scalability and measurability across global regional and affiliate-level functions.

  • External Thought Leadership: Position Roche at key global forums and supra-national institutions leading dialogues on healthcare challenges and building partnerships with NGOs think tanks and trade associations like EFPIA and PhRMA.

  • Senior Stakeholder Advocacy: Act as a senior advocate for Roches legitimate interests maintaining relationships with public institutions and policymakers to promote collaborative policy change and health equity.

  • Cross-Functional Collaboration: Facilitate alignment across EU/Governmental Affairs communications and the broader Policy Chapter to increase awareness of External Affairs Internationals mission and purpose.

  • Intelligence & Insights: Offer actionable insights on pharmaceutical trends and public health policies developing high-level briefings for Senior Management to help prioritize strategic interests and organizational goals.

Who You Are

  • You hold a Masters degree MBA or equivalent in Public Policy Political Science or Healthcare Management ideally supplemented by specialized certifications in global health policy and systems strategy.

  • You bring 10 years of experience in health policy or system strategy within highly regulated industries with deep knowledge of healthcare financing regulatory environments and global policy systems in both developed and emerging markets.

  • You are a recognized leader capable of providing vision and strategic direction ensuring clear roles and responsibilities and managing function-wide resources tools and budgets effectively.

  • You excel at fostering a high-performing diverse team culture characterized by a sense of urgency and creative mindsets bringing agile ways of working and empowered decision-making to life within a networked organizational model.

  • You possess exceptional strategic agility and influencing skills with a proven track record of building cross-sector coalitions managing senior executive relationships and maintaining an established network of global public institutions and trade associations.
