The Virginia Department of Housing and Community Development (DHCD) is seeking a part-time Housing Program Specialist to join the Energy Efficiency team within the Housing and Community Development Division. This position offers an opportunity to implement innovative community-focused housing initiatives and support the daily operations of key programs related to the management and administration of essential DHCD programs. These programs include the Weatherization Deferral and Repair Program (WDR) the Weatherization Assistance Program (WAP) the Essential Home Accessibility and Repair Program (EHARP) and the Accessibility and Repair Program (ARP).
The Housing Program Specialist will ensure that program delivery complies with federal state and agency regulations policies and procedures. The incumbent will help maximize the programs impact across the Commonwealth by performing a variety of programmatic functions including:
Determining applicant eligibility
Ensuring accurate and consistent use of the Centralized Application and Management System (CAMs) database system.
Assisting with remittance and invoice processing.
Communicating with clients to address inquiries.
Verifying and processing required documentation to support successful application outcomes.
This position plays a critical role in advancing DHCDs housing initiatives by ensuring operational efficiency regulatory compliance and responsive service delivery.
This is a restricted position funded in part by federal funds. The availability of funding is scheduled for review on an annual basis. Continued employment is contingent on the continued availability of grant and non-general funds.
Minimum Qualifications
Demonstrated excellence in written verbal and interpersonal communication with the ability to convey complex information clearly engage diverse audiences and foster collaborative relationships across organizational levels and with stakeholders.
Ability to engage effectively with diverse constituencies assess their unique needs and tailor support strategies to ensure responsive and appropriate assistance.
Experience in business administration financial operations including payment processing expense reporting and financial account reconciliation with a strong emphasis on accuracy compliance and timely execution.
Extensive experience and proficiency in the Microsoft Office Suite including Word Excel PowerPoint and Outlook with a demonstrated ability to create detailed reports draft high-quality documents and develop impactful presentations tailored to diverse audiences.
Considerable experience using spreadsheets and database programs to analyze complex data sets generate reports track performance metrics and support strategic decision-making.
Experience in managing multiple programs multiple priorities and/or project management while ensuring alignment with division goals and timelines.
Additional Considerations
Experience in administering and tracking payments with state and federal grants is preferred.
Experience interacting with limited-income communities and housing programs.
