Position Summary:
The Clinical Nurse Manager III will provide nursing leadership in proactively managing and coordinating clinical practice and dialysis services within the hospital and the Nephrology Ward. They will be responsible for the provision of human financial and material resources in accordance with organisational values and goals ensuring a cost effective nursing service focusing on providing exceptional evidence-based patient care. The Clinical Nurse Manager III will also provide leadership in the management of day to day workforce issues effective and efficient delivery of dialysis and plasmapheresis services and ensure the highest standard of clinical care within the nephrology inpatient ward in an evolving healthcare environment. They will play a leading role in conjunction with the Directorate Management team to both manage and develop dialysis capacity within the region overseeing the facilities management of the dialysis therapies centre and the Nephrology Ward liaising with the Clinical Nurse Managers and Directorate Nurse Manager as appropriate.
The post holder will:
i. Promote a high quality service delivery ensuring effective patient care research training and development within the dialysis and nephrology environment liaising appropriately with Clinical Nurse Managers staff nurses multi-disciplinary team and other hospital staff and external agencies as required.
ii. Promote the development and maintenance of high standards of care ensuring that the care offered is family centred sensitive and responsive to all service users.
iii. Planning the delivery of services by accurately estimating the needs of the nephrology in patients dialysis and plasmapheresis services and prioritising resources appropriately.
iv. Assist in the development of short mid and long term strategic plans for the dialysis plasmapheresis and nephrology services.
v. Promote the effective and efficient delivery of services to patients and hospital staff.
vi. Participate in departmental strategic planning and provide leadership to implement and support/lead Quality Initiative developments.
vii. Monitor service objectives to ensure that the quality of the service is congruent with the resources available.
viii. Ensure effective work practices with other dialysis units and healthcare agencies to maximise the delivery of a seamless service.
ix. Oversee the management of staff and activity of the nephrology inpatient ward.
Principal Duties and Responsibilities:
A. Operational Management:
i. The Clinical Nurse Manager III will manage and coordinate dialysis and nephrology services across Beaumont hospital campus and related satellite units.
ii. Provide leadership in the day to day workforce planning issues that may arise ensuring appropriate contingency plans are in place.
iii. Actively participate in service development initiatives within the directorate at a strategic and local level ensuring quality service delivery.
iv. Initiates and encourages appropriate participation from all grades of nursing staff healthcare assistants and household operatives to ensure and to provide smooth management of the unit.
v. Ensures the provision of an emergency dialysis service to Critical Care Units as necessary.
vi. Ensures the provision of a Plasmapharesis service as necessary.
vii. Actively promotes the use of clinical data management systems with particular emphasis on developing dialysis nursing practice and in the audit of patient care standards.
viii. Ensures that data management systems are in place for tracking and recording dialysis activity and related workload are maintained and developed.
ix. Ensures that the systems for the provision of Clinical Engineering Services meet the needs of the Unit on a 24 hour basis.
x. Ensures that the systems for the provision of suitable water for dialysis therapy are satisfactory involving review of quality audit tests and discussions with the Consultant Nephrologists Clinical Engineering and Technical Services staff.
xi. Contributes to the development of operational and strategic plans for the dialysis services and to the wider issues relating to the development of the Nephrology Services and ensures that agreed objectives are achieved and quality standards maintained.
xii. Participates in TUN Directorate Management meetings and convenes regular meetings with CNMs and senior staff nurses.
B. General Management
i. Support the Directorate Nurse Manager in managing all nursing and healthcare staff within the Directorate complying with hospital HR policies and procedures.
ii. Ensure that nursing staff receive performance appraisals annually and in conjunction with the Clinical Nurse Managers put a plan in place for staff to complete their mandatory training.
iii. Advises the Directorate Nurse Manager when staffing levels fall below or in excess of that considered to be adequate to meet variations of workload.

x. Ensures the service is covered in absence and ensures that relevant staff are informed of these arrangements.
xi. Deputises for the Directorate Nurse Manager for periods of absence or planned leave.
C. Personnel Management
i. Maintains a high level of staff morale promoting good communications team spirit and job satisfaction among nursing multidisciplinary and support staff throughout the TUN Directorate.
collaboration with the Directorate Nurse Manager conducts staff appraisals develops job specifications and appraisal review documents in accordance with nursing policy.
iii. Assists the Directorate Nurse Manger with the selection and recruitment of specialist nurses staff nurses and support staff for the dialysis and plasmapheresis services and also TUN directorate.
iv. Ensures good reporting relationships among the different grades of nursing staff healthcare and household staff and monitor sick leave absenteeism rates identify problems and discuss with their line manager.
v. Maintains the relevant staff personnel records sick leave annual leave and study leave.
vi. Assists the Directorate Nurse Manager to implement systems for dealing with staff grievances handling disciplinary matters or negotiating on conditions of employment appropriate to the work or as set out in personnel policies and procedures. Takes a leadership and management role in relation to all such issues.
vii. Ensure the verification of duty rosters.
D. Professional Practice
i. Provides professional and specialist advice on the provision of a nursing service in the dialysis units and the nephrology inpatient ward.
ii. Ensures that the requirements of Nursing and Midwifery Board of Ireland (NMBI) for the practice of professional nursing are met and upheld.
iii. Establishes and maintains a high standard of nursing practice within the dialysis department nephrology ward and all relevant areas.
iv. Ensures the maintenance of a suitable environment for patients and staff with particular emphasis on health and safety factors. This will require that relationships with the Infection Control Team Fire Officer Occupational Health Department Technical and Bio-engineering staff and providers of equipment will need to be established and maintained.
v. Ensures that nursing care is delivered within the parameters of the Department of Nursing and Hospital Policies and Procedures.
vi. Plays a leading role in the review and formulation of specific directorate guidelines procedures and protocols in collaboration with Directorate Nurse Manager and Clinical Nurse Managers and other specialists in the field of nephrology nursing.
vii. Liaises with the Practice Development Unit with regard to seeking advice when reviewing and formulating new practices.
viii. Leads the development and introduction of nursing care plans based on a model of nursing that best reflects the philosophy of self-care or supported family care.
ix. Promotes the concept of primary nursing care and sets enabling objectives that will lead to the ultimate goal of achieving a primary nursing delivery system.
x. Provides advice to the Directorate Nurse Manager in all matters relating to the care of patients within the nephrology ward and Dialysis Therapies Centre.
xi. Ensures mandatory training is completed and up to date including Major incident planning.
E. Standards and Quality of Care and Work
i. Monitor and evaluate outcomes of the service and contribute to the development of nursing and health care services.
ii. Determines quality indicators against which clinical practice can be measured.
iii. Initiates regular audit of nursing practices and procedures through discussion with Clinical Nurse Managers and other specialist nurses medical staff and patients by direct observation and by audit surveys.
iv. Identifies specific areas in which improvements can be made in effectiveness of care and works to achieve these improved standards.
v. Leads and participates in the setting up and implementation of systems for writing and evaluating specific standards of nursing care.
vi. Work with the Directorate Management Team internal and external stakeholders and colleagues to develop clinical governance systems within the Directorate which ensure that all relevant HIQA and Health and Safety Authority and international standards are met.
vii. Works with the Infection Prevention and Control team in the audit of infection control standards and in the changing of practices as necessary.
viii. Investigates accidents complaints and incidents in accordance with Hospital Policy and takes corrective action as necessary and reports to the Directorate Nurse Manager.
F. Education
Staff Development
i. Creates and maintains an environment conducive to evidence based teaching learning training and practice.
ii. Plays a leading role in the design implementation evaluation and future development of education and training programmes.
iii. Ensures access for all newly appointed nurses to the hospital induction programme.
iv. Ensures the provision of a structured training programme for all staff in the first six months of their appointment to both the dialysis unit and the nephrology ward.
v. Ensures on-going in-service education initiatives for staff members.
vi. Provides leadership in the development implementation and evaluation of the post-graduate diploma in Nephrology Nursing including lecturing if required.
vii. Act as an expert support for senior nurses who participate in the development and implementation of education programmes.
viii. Assess and identifies training needs of Clinical Nurse Managers setting objectives for such learning and making recommendations to the Directorate Nurse Manager on how these needs can be facilitated.
ix. Facilitates study days and leave for nurses in accordance with the Department of Nursing study leave policy.
x. Encourages nurses to undertake research facilitates same and encourages sharing of findings and recommendations.
xi. Makes recommendations to the Directorate Nurse Manager regarding education and developmental requirements within the Department.
xii. Attends relevant conferences meetings and seminars on topics relating to nephrology nursing or management and presents at such conferences.
Self Development
i. Has a creative outlook enabling progress to be made towards the ultimate objective of reaching standards of excellence in the provision of a nursing service in the dialysis unit and nephrology ward.
ii. Keeps up to date with current literature and recent nursing research attends seminars and is aware of any new developments in nursing practice and in current and future trends in the special aspects of nephrology nursing care.
iii. Attends and participates in staff development programmes.
iv. Acts always in accordance with NMBI Code of Professional Conduct.
v. Discuss present performance and future needs with the Directorate Nurse Manager.
G. Healthcare Assistants and Household Operatives
i. Leads in the development of both the HCA and Household role in the dialysis unit and on the nephrology ward in collaboration with the Clinical Nurse Manager.
ii. Monitor and develop the role and the setting up of appropriate training and development programmes.
H. Administrative - Ward Clerk
i. Monitors the adequacy of the service provided in the Unit/Ward and together with the TUN Directorate Manager to ensure that systems are in place to facilitate the professional needs of ward clerical staff.
I. Cost Control and Budgeting
i. Continually monitors stock levels suitability usage and potential for savings.
ii. Advises Directorate Nurse Manager and Business Manager on alternative supplies and changes in practice which impact on costs.
iii. Oversees accurate records of duty rosters worked for pay returns including premium payments.
iv. Participates in cost monitoring discussions with DNM Finance and Purchasing Officer as required and take all steps possible to ensure prudent use of resources and control of expenditure within budget limits.
v. Actively participates in the tendering process in conjunction with the Directorate Nurse Manager Business Manager Clinical engineer supplies department and hospitals Tendering officer and where appropiate the HSE National Renal Office for new dialysis related equipment dialysis supplies and other necessary equipment etc.
vi. Advises the Directorate Nurse Manager regarding the developments and changes that impact on the work of nurses in the unit in order that adequate resources (staff equipment supplies cleaning and other support services) are negotiated.

Selection Criteria
Selection criteria outline the qualifications skills knowledge and/or experience that the successful candidate would need to demonstrate for successful discharge of the responsibilities of the post.

Mandatory
1. Statutory Registration Professional Qualifications Experience etc
(a) Eligible applicants will be those who on the closing date for the competition:
(i) Are registered in the relevant division of the Register of Nurses & Midwives
maintained by the Nursing and Midwifery Board of Ireland NMBI(Bord
Altranais agus Cnáimhseachais na hÉireann) or entitled to be so registered.
(ii) Have at least 5 years post registration full time (or an aggregate of 5 years post
registration full time) experience of which 2 years (or an aggregate of 2 years post
registration full time experience) must be in the speciality or related area.
(iii) Have the clinical managerial and administrative capacity to properly discharge
the functions of the role.
(iv) Candidates must demonstrate evidence of continuous professional development.
(b) Candidates must possess the requisite knowledge and ability including a high standard of
suitability and clinical managerial and administrative capacity to properly discharge the
functions of the role.
2. Annual registration
(i) On appointment practitioners must maintain live annual registration on the relevant
division of the Register of Nurses and Midwives maintained by the Nursing and
Midwifery Board of Ireland (Bord Altranais agus Cnáimhseachais na hÉireann).
(ii) Confirm annual registration with NMBI to the HSE by way of the annual Patient
Safety Assurance Certificate (PSAC).
3. Health
Candidates for and any person holding the office must be fully competent and capable of
undertaking the duties attached to the office and be in a state of health such as would indicate a
reasonable prospect of ability to render regular and efficient service.
4. Character
Candidates for and any person holding the office must be of good character.
Desirable
- Able to maintain effective working relationships with relevant stakeholders.
- Previous management experience at CNM2 level.
- Have acquired a level 9 post registration Quality and Qualifications Ireland (QQI) National Framework of Qualifications (NFQ) major academic award relevant to nephrology nursing prior to application OR commit to undertake a level 9 post registration qualification in nephrology nursing.
- Have a minimum of 5 years experience in the specialist area of Nephrology Nursing Care.
If an appointee has previously been employed in the Civil or Public Service and that appointee is entitled to or in receipt of a pension from the Civil or Public Service or where a Civil/ Public Service pension comes into payment during the appointees re-employment that pension will be subject to abatement in accordance with Section 52 of the Public Service Pensions (Single Scheme and other Provisions) Act 2012.
