POSITION SUMMARY:
The Child Support Enforcement Agency Director provides strategic leadership administrative oversight and operational management of the SRST Child Support Enforcement Agency (CSEA). This position ensures effective enforcement of child support laws compliance with federal and tribal regulations and delivery of high-quality services to families and children. The CSEA Director is responsible for policy development fiscal management of the Title IV-D Tribal Child Support Enforcement Grant and any additional grants awarded staff leadership inter-governmental and inter-jurisdictional coordination and continuous program improvement.
SUPERVISION: This CSEA Director will perform duties under the supervision of the Executive Director who will provide guidance direction and conduct performance evaluations.
KEY RESPONSIBILITIES:
Leadership & Management
- Provide overall leadership and direction for the Child Support Enforcement Agency.
- Develop implement and evaluate departmental goals policies and procedures.
- Supervise and mentor management and supervisory staff; foster a culture of accountability professionalism and service excellence.
- Oversee staffing performance management training and professional development.
Program Administration & Compliance
- Ensure compliance with tribal child support laws federal regulations and performance measures.
- Oversee parent locate services DNA genetic testing establishment of paternity services establishment enforcement and modification of child support orders.
- Monitor program outcomes caseloads and performance metrics to ensure efficiency and effectiveness.
- Prepare and submit required reports audits and performance data.
Fiscal & Budget Management
- Develop and manage departmental budgets grants and funding sources.
- Monitor expenditures and ensure fiscal accountability cost-effective operations and compliance with federal OMB cost principles.
- Ensure fiscal and processing compliance with the SRST Financial Policies and Procedures manual.
- Participate in budget presentations and funding justifications.
Legal & Interagency Coordination
- Collaborate with CSEA staff attorney SRST tribal court law enforcement and other partner agencies.
- Serve as liaison with federal Office of Child Support Enforcement as well as other state and tribal agencies regarding child support policies and initiatives.
- Support legal strategies related to enforcement actions hearings and appeals.
Policy Development & Community Engagement
- Recommend federal legislation Tribal Council resolution or policy changes to improve tribal child support services.
- Represent the CSEA at public meetings community forums and interagency committees.
- Respond to complex or sensitive inquiries from stakeholders elected officials and the public.
Technology & Continuous Improvement
- Oversee use and enhancement of the CIS case management system and data reporting tools.
- Identify opportunities for process improvement automation and service delivery innovation.
PREFERRED QUALIFICATIONS:
Education & Experience
- Bachelors degree in Business Administration Social Work Behavioral Sciences Criminal Justice Law or a related field (Masters degree preferred).
- Minimum of 710 years of experience in child support enforcement human services legal administration or a related field.
- Knowledge of court procedures and legal processes related to family law.
- Experience working with or under federal grants.

- Extensive knowledge of child support enforcement laws regulations and best practices.
- Strong leadership organizational and decision-making skills.
- Ability to interpret complex legal financial and policy information.
- Proven skills in budgeting program management and performance analysis.
- Excellent written and verbal communication skills.
- Ability to work effectively with diverse populations and partner agencies.
