Project Description AGROBLUE

The AGROBLUE Project Promotion of Sustainable Agriculture and the Blue Economy in Kenya is an AICS-funded initiative aimed at improving food security livelihoods and climate resilience in Kenyas coastal counties of Tana River and Kwale. The project targets farmers and artisanal fishers facing low productivity high post-harvest losses and limited income diversification while addressing gender barriers that restrict womens participation in economic activities. Through integrated approaches AGROBLUE promotes climate-smart agriculture sustainable fishing practices and blue economy opportunities ensuring institutional sustainability by working closely with government ministries and local stakeholders.

AGROBLUE seeks to increase household incomes and resilience to food crises by introducing small-scale sustainable food production systems and reducing post-harvest losses through improved handling storage and value addition. The project strengthens community capacities enhances water management and builds technical skills among extension officers to support farmers and fishers. By fostering gender equality and social inclusion AGROBLUE ensures equitable access to resources and decision-making for women and youth ultimately contributing to diversified livelihoods improved nutrition and long-term socio-economic stability in Kenyas coastal region.

I. Position Summary

The Consortium Director provides strategic leadership and coordination for the AGROBLUE project ensuring timely delivery of results effective partner collaboration and full compliance with donor and organisational requirements. The role oversees planning implementation monitoring reporting and resource management in line with Project Cycle Management (PCM) principles and manages a consortium comprising two international organisations and one local partner.

Purpose: The Consortium Director ensures the overall coordination management and quality implementation of the consortium guaranteeing that all activities resources and partnerships are effectively managed in compliance with AICS guidelines approved project documents and PCM principles. The position ensures timely achievement of project results through strong programme oversight financial and administrative compliance partner coordination and results-based monitoring while maintaining effective liaison with ACF Italy institutional stakeholders and project partners.

II. Engagement

Serve as the primary liaison with ACF Italy ensuring transparent communication compliance with donor requirements and timely submission of reports.

Maintain contact with AICS as required supporting coordination and compliance during monitoring missions audits and official engagements.

Foster strong collaboration with consortium partners government authorities and key stakeholders to guarantee harmonised and high-quality implementation.

Provide leadership and guidance to internal project teams promoting effective coordination and accountability for results.

III. Key Responsibilities

1. Programme Management and Implementation (40%)

Lead the development implementation and periodic revision of the Project Action Plan in line with the approved Logical Framework and AICS Project Cycle Management (PCM) principles.

Prepare detailed annual and quarterly workplans in collaboration with consortium partners technical managers and field coordinators.

Provide technical guidance and oversight to consortium partners and ACF Kenya country team to ensure correct application of PCM donor rules and implementation standards throughout the project cycle.

Promote integration of programme activities to deliver coherent high-quality interventions across sectors.

Conduct regular field visits to monitor activities supplies and overall programme performance.

Adjust programme plans in collaboration with departments to respond to contextual changes ensuring flexibility and relevance.

2. Monitoring Evaluation Accountability and Learning (15%)

Collaborate with relevant departments to design and implement assessments baselines and evaluations in line with donor requirements and national standards.

Develop and oversee the projects Monitoring and Evaluation (M&E) plan ensuring alignment with the Logical Framework and AICS Results-Based Management (RBM) principles.

Track progress against indicators outputs and outcomes through systematic data collection and field monitoring.

Ensure quality assurance of data collection analysis and reporting across all consortium partners.

Prepare timely and accurate technical progress reports case studies and learning documents in compliance with AICS templates and deadlines.

Facilitate learning and adaptive management processes to inform corrective actions and strengthen programme effectiveness.

3. Financial Management Compliance and Donor Reporting (15%)

Oversee financial management to ensure eligibility efficiency and transparency of expenditures in compliance with AICS guidelines organisational procedures and applicable fiscal regulations.

Coordinate with finance and administration departments to prepare quarterly and semi-annual financial forecasts cash flow plans and fund requests.

Monitor budgets regularly conduct variance analysis and implement corrective actions where necessary.

Consolidate financial documentation and partner accounts for donor submission ensuring accuracy and completeness.

Prepare and submit narrative and financial reports within agreed deadlines and formats in coordination with relevant departments.

Ensure timely disbursement of funds to partners and monitor compliance with donor rules and documentation requirements.

4. Procurement Logistics and Operational Support (15%)

Ensure all procurement and tendering processes comply with AICS thresholds organisational procedures and applicable Kenyan legislation.

Coordinate with procurement and logistics departments to plan and oversee timely acquisition of goods and services required for project implementation.

Support the organisation of project events trainings and official meetings ensuring logistical arrangements are efficient and cost-effective.

Supervise the development and dissemination of communication and visibility materials in line with AICS guidelines.

Conduct regular risk assessments and contribute to security planning in collaboration with relevant departments.

Ensure adherence to organisational safety and security protocols for staff beneficiaries and visitors during field operations.

5. Coordination Representation and Human Resource Management (15%)

Represent the project in engagements with local authorities line ministries institutional stakeholders partners and community structures ensuring alignment with national and local development priorities.

Facilitate regular coordination meetings with consortium partners and project teams to review progress address challenges and agree on corrective actions.

Support donor monitoring missions audits and official visits by ensuring availability of technical and financial documentation.

Promote a positive and professional image of the consortium and the Italian Cooperation during all official interactions.

Oversee human resource processes for project staff including recruitment preparation of Terms of Reference and contract management in collaboration with relevant departments.

IV. Supervisory Responsibilities

Provide functional oversight for project-related staff and ensure effective collaboration with relevant departments supporting the AGROBLUE project.

Coordinate tasks and deliverables across consortium partners to maintain accountability and timely implementation.

Ensure that all team members adhere to organisational policies donor requirements and quality standards throughout the project cycle.

V. Gender Equality and Safeguarding Commitments

Promote an inclusive work environment that values equality and ensures fair access to opportunities for all staff and stakeholders.

Uphold organisational safeguarding policies to protect children beneficiaries and staff from all forms of abuse exploitation and harassment.

Ensure that programme activities respect and reinforce the rights and dignity of women men and children regardless of gender age disability ethnicity religion or socio-economic status.

Foster a culture of accountability and respect actively preventing discrimination and abuse in all forms.

Support awareness and training initiatives on gender equality and safeguarding for staff and partners to maintain compliance with organisational and donor standards.

VI. Working Conditions

The position is based in Tana River with frequent travel to Kwale and occasional visits to Nairobi for coordination purposes.

Full-time engagement is required; flexibility for extended hours and weekend work may be necessary to meet programme demands.

Field travel may involve remote or insecure environments with basic living conditions exposure to harsh weather and health risks. Strict adherence to organisational safety security and health protocols is mandatory.



Requirements

VII. Qualifications and Professional Experience

Required:

Education: Bachelors or Masters degree in International Development Project Management Agriculture Fisheries or a related field.

Experience: Minimum of 5 years experience in managing complex multi-partner projects funded by international donors with mandatory experience in AICS-funded projects management.

Technical Skills: Strong understanding of Project Cycle Management (PCM) and Results-Based Management (RBM); proven ability to plan implement and monitor projects with multiple stakeholders.

Compliance and Reporting: Demonstrated experience in donor compliance financial oversight and preparation of high-quality narrative and financial reports.

Language: Fluency in English is required.

Legal and Contractual: It is preferred that the candidate already has the legal right to work in Kenya. However at the discretion of Action Against Hunger Kenya a work permit may be facilitated. This position is offered under a local contract and salary and benefits will be aligned to the organisations national pay scale for this role. No additional expatriate benefits will apply; compensation will not be different whether the appointed candidate is a Kenyan national or non-Kenyan national.

Leadership and Coordination: Ability to lead consortium coordination foster collaboration and resolve implementation challenges promptly.
