Office of Employee and Business Services (OEBS)

This position is in the Office of Employee and Business Services (OEBS) which is responsible for providing continuous accurate and timely administrative services and operational support to the program areas within ODJFS. OEBS customers include all ODJFS employees clients service providers county agencies and the general public. Learn more about the office by visiting the ODJFS OEBS webpage.

The Workforce Administration section provides support and solutions to agency customers on applicable state and federal statutes regulations and contractual obligations as it relates to a variety of Human Resources responsibilities.

As a Human Resources Section Chief (Human Capital Management Administrator 1) you will lead statewide human resources programs for the Ohio Department of Job and Family Services (ODJFS). In this role you will manage recruitment strategies guide hiring processes and ensure compliance with civil service laws and collective bargaining agreements.

What You Will Do:

  • Plan and direct recruitment and selection for professional technical and administrative positions.
  • Develop and implement hiring strategies to meet agency staffing needs.
  • Oversee personnel actions and ensure accurate processing in HR systems.
  • Advise agency leadership on HR policies and resolve complex issues.
  • Supervise staff set goals and provide feedback to support performance.
  • Monitor progress toward goals and recommend improvements for efficiency.

Necessary Skills:

  • Knowledge of HR laws policies and collective bargaining agreements.
  • Skills in recruiting performance management and conflict resolution.
  • Ability to lead others make decisions and maintain confidentiality.

Schedule: Full-time

Hours: Standard workdays are Monday through Friday. Hours are between 7:00 a.m. and 6:00 p.m.

Location: James A. Rhodes State Office Tower 30 E Broad St Columbus OH 43215.

Travel: Occasional travel within the state of Ohio.

The ideal candidate at minimum must have the following:

Option 1:

  • Completion of graduate core program in human resources business or public administration.

AND

  • 24 months experience in human resources management or administration which included 18 months experience in supervisory and/or managerial principles & techniques.

Option 2:

  • Completion of undergraduate core program in human resources business or public administration.

AND

  • 36 months experience in human resources management or administration which included 18 months experience in supervisory and/or managerial principles & techniques.

Option 3:

  • 12 months experience as Human Capital Management Manager 64615.

OR

Equivalent of Minimum Class Qualifications For Employment noted above.

Pay Information

This position is in the State of Ohios E1 Pay Schedule Pay Range 15. Unless required by legislation or union contract starting salary will be the minimum salary of that pay range (step 1 currently $43.09per hour). These ranges provide a standardized pathway for pay increases. With continued employment new hires move to the next step in the range after 6 months and annually thereafter. Cost of Living Adjustments increase wages in these ranges each fiscal year. The current step progression wages are in the table below.
