THEOPPORTUNITY

OC Public Libraries (OCPL) is seeking a dynamic leader to serve in a Library Manager Senior position. While future vacancies may include the oversight of the Bibliographic Services operation the current vacancies are for a Regional Services Manager to provide management oversight for a geographic region composed of 10-12 branch libraries. As a member of the OCPL Administrative Team this manager will: oversee branch operations; supervise branch managers and coordinate activities within the region to ensure system-wide consistency; work within OCPL Administrative Team to develop public services practices and policies; participate in County-wide projects. The position reports directly to the Assistant County Librarian.

The Regional Services Manager duties and responsibilities include but are not limited to the following:

  • Serves on the Librarys Administrative Management Team providing high-level strategic leadership for the entire organization helping to create and guide system wide strategies and budgets to advance OCPLs mission.
  • Develops short and long-term strategic plans for the Library and oversees implementation to library branches to support OCPLs mission.
  • Plans implements and evaluates library services and programs to ensure compliance with strategies and performance goals; develops revises and supervises the implementation of operational policies; manages work systems and processes; maintains and updates procedures and ensures compliance; researches trends and best practices; and recommends and implements changes.
  • Manages and assigns the work of branch librarians at varying branch tier levels or the bibliographic services unit including overseeing or conducting performance evaluationsemployee development hiring discipline and termination procedures as well as directly supervises professional paraprofessional and support staff as assigned.
  • Reviews and recommends budgetary proposals for adjustments or enhancements of new positions books and materials branch alterations and improvements furniture and equipment. Anticipates prepares for makes recommendations and monitors the above items relative to branch region-wide and system-wide needs.
  • Uses the OCPL automated system and contemporary technology to prepare correspondence update and distribute reports and statistics and create presentations as needed.
  • Evaluates and coordinates the selection of system-wide databases and or integrated library system (ILS).
  • Works effectively with other OCPL and County administrative units to provide effective support to branches and services to the public including Bibliographic Services Programs Marketing and Outreach Adult Literacy and the County Counsel Risk Safety Purchasing Information Technology Budget and Human Resources departments.
  • Makes formal presentations and represents OCPL to Friends of the Library community groups individuals city and county officials and the media.
  • Escalates issues and flags potential concerns to appropriate parties.
  • Leads meetings and committees and mentors OCPL staff to positively reflect OCPLs mission vision and values.

DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES
The ideal candidate will be an inclusive collaborative leader with outstanding communication addition the ideal candidate must be a self-starter who proactively looks for solutions and who has the energy drive creativity flexibility results-orientation and tolerance that is necessary to oversee a large demanding public library and who has had significant successful experience in management and finance including experience in a public sector setting.

The ideal candidates application will demonstrate extensive experience knowledge and/or ability in the following core competencies:

Library Expertise
  • Masters degree in Library Science Library and Information Science or a closely related field from a program accredited by the American Library Association (ALA).
  • One (1) year experience as a Library Manager or its equivalent with the County of Orange or Five (5) years of professional librarian experience related to assignment must include two (2) years of lead/supervisory experience.
  • Experience working in a multi-outlet library system.
  • Experience in obtaining library related grants.
  • Knowledge and experience in working with an Integrated Library System (ILS).
  • Experience in coordinating large system-wide library programs.
  • Knowledge of current library trends and issues.
  • Business acumen while leading as a successful business administrator in an ethical and customer focused manner.
  • Proven analytical and strategic skills with experience creating strategic plans and objectives and the detail orientation and follow through to implement those plans and to achieve or exceed goals.
  • Flexibility and adaptability to adapt to shifting priorities and change in the fiscal or political climate of the library.
  • Making sound business decisions based on limited complex or contradicting information and ethical principles.
  • Identifying opportunities for continued improvements while using creativity and integrating new approaches in solving problems.
  • Open and effective communication skills with all levels of staff both in person and in writing across a diverse range of educational and social backgrounds.
  • Discretion and acumen working with governmental officials.
  • Organizational skills that include establishing priorities for subordinate staff and working effectively with staff to execute priorities.
  • Awareness and exhibition of fiscal responsibility and the ability to make effective use of available resources.
  • Confidence and sophistication are needed to lead an organization that provides direct service to the public.
  • Diverse public services background including a combination of work history in a variety of crucial public library areas.
