The Office of the Insurance Commissioner (OIC) seeks a qualified individual for the Functional Program Analyst 3 (HCBM Contracts Analyst) position. This role is within the Rates Forms and Provider Networks Division and is based out of our Tumwater Office.

About the Position

At the Washington State Office of the Insurance Commissioner (OIC) we protect consumers the public interest and Washingtons economy through fair and effective regulation of the insurance industry. Our work directly impacts how health care is delivered across the stateensuring insurance companies and health care benefit managers operate transparently lawfully and in the best interest of the people they serve.

Within OIC the Rates Forms and Provider Networks (RFPN) Division is where policy meets practice. Our Provider Network Oversight Program (PNOP) focuses on the contracts that shape real-world access to careagreements between insurers health care benefit managers hospitals clinics physicians and third-party vendors. These contracts define how provider networks are built managed and leased and they must comply with complex state and federal requirements.

This role is part of a collaborative team where everyone contributes but each analyst brings a specialized focus. As a Functional Program Analyst 3 (HCBM Contracts Analyst) you will be deeply contract-centricreviewing interpreting and analyzing provider and network management agreements to ensure compliance and protect the integrity of Washingtons health care system. If you enjoy digging into complex documents understanding how entities relate to one another and applying legal and regulatory standards to real-world contracts this position offers meaningful high-impact work with strong subject-matter support and a clear public purpose.

Duties

The duties of the position include but are not limited to:


  • Review and analyze contracts between insurance companies health care benefit managers and health care providers (such as hospitals clinics and physicians) to ensure they comply with state and federal requirements.
  • Examine complex contract documentsincluding master agreements amendments Statements of Work and Business Associate Agreementsto identify issues risks or non-compliant provisions.
  • Understand and evaluate how different parties (insurers vendors third-party administrators and providers) are connected through contract relationships and how those relationships affect provider networks.
  • Apply laws regulations and regulatory guidance to real-world contracts and clearly document your findings and recommendations.
  • Communicate review results and compliance concerns with insurance companies vendors attorneys and third-party filers in a professional and solutions-oriented manner.
  • Work closely with supervisors and team members to discuss complex issues ensure consistent review standards and resolve contract questions.
  • Research regulatory requirements and provide guidance to internal staff and external stakeholders related to provider network management and contract compliance.
  • Track contract reviews and outcomes to support timely approvals and accurate regulatory records.
  • Participate in training and assist with other projects or duties as assigned.

Qualifications

Required Qualifications:


  • Six (6) years of professional work experience* in areas such as contract management drafting and/or review of legal documents; regulatory examinations regulatory compliance claims; or health care benefit plan design distribution or administration.

*A degree in public administration business administration law/legal studies finance or related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States candidates must provide a credential evaluation report.


Required Knowledge Skills and Abilities:

  • Intermediate-level skills in Microsoft Outlook Word and Excel



Preferred/Desired Qualifications:

  • Advanced skills and experience in Microsoft Outlook Excel and Word.
  • Demonstrated experience organizing work establishing timelines and meeting deadlines.
