LEAP Program Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The U.S. Government (USG) provides substantial health assistance to Nigeria across HIV tuberculosis malaria global health security maternal and child health immunization and supply-chain strengthening programs. As Nigeria advances toward greater country ownership USG will increase the expansion of life saving health activities through G2G with the Federal Ministry of Health. Expansion of life saving health activities will require applying state-of-the-art technical guidance and adhering to quality implementation. USG-funded G2G agreementsincluding contracts grants cooperative agreements interagency agreements purchase orders and other assistance instruments require strict adherence to U.S. federal acquisition and assistance regulations. These include policies administered by Nigerias Department of State Health Assistance Office.

In Nigeria the Health Assistance Office (HAO) supports the U.S. Department of States Health Foreign Assistance programs which aligns with the America First Global Health Strategy. This strategy prioritizes the interests of Americans while contributing to global health improvements including saving lives and strengthening health systems in Nigeria. HAO partners with the Ministry of Health in collaboration with the United States Centers for Disease Control and Prevention (CDC) Walter Reed- Department of War and other U.S. Government (USG) agencies as well as international donors to implement health assistance-related programs.

To support a smooth transition toward the Government of Nigeria (GoN) the Department of State seeks to embed experienced technical experts who will provide technical expertise on in the implementation of integrated health programs across the Ministry of Health Departments and Agencies (NACA NASCP NCDC NMEP NPHCDA NPSCMP and or NTBLCP). The technical experts will also oversee G2G agreement to ensure compliance with DOSs foreign assistance requirements). The specialist(s) will support the Ministrys effort to expand the sector wide approach which places an emphasizes on utilizing unified efforts to improve health outcomes reduce fragmentation and ensure equitable access to health care for all Nigerians. Essential to achieving this goal is the effective oversight and technical assistance of G2G that will lead to reduction of disease incidence and better health outcomes for HIV; Malaria; Maternal Nutrition and Child Health; Tuberculosis; and Surveillance and Disease Outbreak activities.

The G2G Health Advisor will provide technical assistance and guidance to the relevant health sector MDAs lifesaving primary health G2G activities at the federal and subnational level to advance planning implementation and monitoring of these interventions. He/She will provide expert technical guidance to ensure effective oversight and compliance bridging USG rules and regulations with local systems. The advisor will leverage experience as contracting officer to advise the Ministry and strengthen contract/grants management coordination to enhance service delivery governance accountability and results oriented across the implementation of the evidence based integrated programing across the health sector.

Overall Objective of Assignment:

The G2G Health Advisor will serve in a coordinating and advisory role ensuring the provision of technical assistance and guidance to designated Ministry of Health Technical Department and Agencies. Serving as a principal technical resource for U.S. government-funded government-to-government (G2G) health sector awards implemented by the Ministry of Health (MOH) of Nigeria the Advisor will provide technical managerial and compliance oversight to ensure effective implementation monitoring and reporting of G2G health programs. He/She will ensure adherence to USG and MOH policies and transparency and accountability in the development and implementation of health assistance

The Advisor will work closely with MOH counterparts U.S. government agencies and other stakeholders to strengthen Nigerias health systems and advance shared health objectives and health outcomes. Serve as a liaison between the U.S. government MOH and other stakeholders to facilitate coordination and information sharing in technical working groups meetings and consultations related to G2G and DOS-funded health programming.

In this capacity G2G Public Health Technical Advisor will support the Government of Nigeria Ministry of Health Departments and Agencies (MDA) oversight of US governments grants cooperative agreements contracts and other procurement instruments. The advisor will provide technical oversight of train and mentor MOH staff on U.S. government acquisition and assistance regulations procurement best practices and risk management in order to efficiently prepare amendments/modifications to procurement instruments funded by the USG.

In coordination with technical advisors the specialists primary role is to ensure soundness of the technical interventions and support the GON staff to review and recommend revision of requisitions; review and recommend approval or revision of statements of work (SOW); draft requests for proposal or quotations; perform cost and price analysis; analyze proposals or quotes received; draft contracts and contract modifications; analyze budgets; recommend special contract requirements; draft Memoranda of Negotiation; and prepare other required documentation. The Advisor will support the development and strengthening of MOH systems for financial management procurement and reporting. Facilitate training and capacity-building activities for MOH staff to enhance health program management and compliance with G2G requirements and or other award or contracting instruments.

The G2G Public Health Technical Advisor will strengthen procurement instrument records management ensuring that activity managers maintain up-to-date contract files and records and supports award closeouts. The Specialist provides guidance to supported MDA and DOS teams related to award modifications.

Responsibilities

The G2G Public Health Technical Advisor will serve as a senior technical resource supporting USG-funded commitment towards expanding access to integrated health services ensuring an effective transition of program management and compliance efforts with the Government of Nigeria. The incumbent will collaborate with health technical experts to deliver hands-on mentoring to Ministry staff to strengthen technical capacities across health programs build sustainable systems for procurement grants management and donor alignment. This role requires a professional with deep knowledge of U.S. government rules regulations and cost principles and demonstrated experience working on USG-funded health development projects.

Cross-Cutting Technical Advisory and Coordination (DOS and MOH) 25% LOE

  • Serve as the principal technical resource for U.S. government-funded government-to-government (G2G) health sector awards implemented by the Ministry of Health (MOH).
  • Advise on compliance with U.S. government (USG) and MOH policies ensuring transparency and accountability in health assistance.
  • Collaborate with Health Technical Advisors to support drafting of solicitations Requests for Proposals (RFPs) Notices and related procurement documents for G2G health programs.
  • Support coordination between GoN donors (including the Department of State CDC and others) implementing partners and procurement entities.
  • Facilitate joint planning and transition-readiness assessments with USG and Ministry leadership.
  • Provide technical support for integration of donor systems into GoN management structures.
  • Ensure adherence to U.S. regulations including 2 CFR 200 federal acquisition policies ethical standards and documentation requirements.
  • Support the Ministry and DOS teams in preparing for audits evaluations and compliance reviews.
  • Produce high-quality documentation briefers and technical notes for senior leadership.

Department of State 25% LOE

  • Support MOHs technical programmatic and management oversight of USG grants cooperative agreements contracts and other procurement instruments.
  • Provide technical guidance and monitoring of the implementation of lifesaving integrated health programs through G2G.
  • Review technical health workplans budgets modifications and performance reports for compliance.
  • Provide guidance to technical teams on USG procurement ethics conflict-of-interest rules and competition requirements.
  • Support bilateral Grants and Contract Officer Representative and Activity Manager functions including monitoring documentation and communications of G2G health programs.
  • Lead or support post-award monitoring contractor performance evaluations and audit readiness processes.

Ministry of Health Support 50% LOE

Procurement and Contract Administration

  • Strengthening MOH MDA staff capacity by providing ongoing technical assistance and guidance on the co-creation and design of lifesaving integrated health G2G programs at the federal and or subnational level.
  • Support MOH oversight of USG grants cooperative agreements contracts and other procurement instruments.
  • Strengthening MOH Capacity by providing ongoing technical assistance and guidance to designated MOH technical departments and agencies to
    • Strengthen GoN systems for solicitation award management partner oversight and compliance.
    • Assist the Ministry to align it solicitation processes with international best practices and national public-financial-management rules.
    • Review Ministry procurement frameworks and recommend modernization streamlining and transparency improvements.

Capacity Building and Training

  • Facilitate training and capacity-building activities for MOH staff to enhance program management and compliance with G2G and other award requirements.
  • Mentor MOH staff on USG acquisition and assistance regulations procurement best practices and risk management.
  • Support MOH staff in preparing amendments and modifications to procurement instruments.
  • Build tools templates SOPs and manuals for grants management performance tracking and documentation.
  • Mentor Ministry staff in managing sub-awards vendor selection market research and due diligence.

Deliverables :

Deliverables to Department of State (40%)

  1. Quarterly procurement advisory report summarizing acquisition actions risks and recommendations.
  2. Reviewed and finalized A&A packages (RFPs NOFOs budgets modifications responsibility determinations).
  3. Performance monitoring documentation for DOS-funded agreements.
  4. Compliance and audit-readiness package for ongoing health agreements.
  5. Training session(s) and job aids for DOS Health Assistance Office staff on procurement and grants administration.

Deliverables to Ministry of Health (60% LOE)

  1. Capacity Development Plan outlining gaps priorities and annual transition goals.
  2. Procurement & Grants Management SOPs/Manuals tailored to Ministry needs.
  3. Monthly mentoring reports documenting progress risks challenges and recommended actions.
  4. Templates and tools (checklists cost-analysis templates evaluation matrices grant trackers).
  5. Partner oversight and compliance reports evaluating performance and adherence to standards.
  6. Transition readiness dashboard highlighting procurement and grants competencies transferred to the Ministry.

REPORTING:

The G2G Health Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR.

SUPERVISION:

In addition to your LEAP Global supervisors and POCs G2G Health Advisor will report to the Health Assistance Coordinator and his/her designee and has no formal supervisory responsibility. Incumbents may also have an onsite manager/supervisor with the coordinating GON ministry department and or agency who will provide day to day direction defined in the roles and responsibilities above.

Qualifications

  • Possession of a Baccalaureate degree or the host-country equivalent of a four-year US college/university (equivalency accreditation if a non-US institution) degree in accounting law business finance contracts purchasing economics industrial management marketing quantitative methods and/or organization and management is required. Note: Additional education will NOT be substituted for Experience.
  • Federal Acquisition Certification - Contracting (FAC-C) Level I and Level II and or equivalent.
  • A minimum of seven or more years of progressively responsible experience in acquisition and assistance development assistance or a position that requires closely related skills such as program management law or financial management is required. Five years of this experience must have been gained working with USG awards and acquisitions responsibility that requires similar skills within a USG organization the Host Government the private sector or within an international or donor organization.
  • Prior experience working with or for bilateral or multilateral donors/stakeholders such as the World Bank the Global Fund UN agencies or national-level public sector projects and ensuring compliance with U.S. Government rules and regulations.
  • Excellent leadership communication and team management skills.
  • Excellent written and oral communication in English; proficiency in relevant local language(s) is an advantage.
  • Good computer skills including familiarity Microsoft Office programs is preferred.
  • Prior experience working in Nigeria is an advantage.
