The Department of Economic Security Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as a Life Safety Inspection Manager. DDD provides individuals with developmental disabilities and their families services and supports that are flexible high quality and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement and cannot be employed or subcontracted by a DDD Qualified Vendor.
| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
Plan organize direct and administer all functions of the Life Safety inspections and all field staff of OLCR including the development and implementation of administrative policies required to effectively enforce regulatory practices and the interpretation of statutes and regulations to decide the more complex cases of licensing inspections and all HCBS certifications.
Communicate verbally and in writing with DES/DDD staff licensing agency staff DDD Qualified Vendors and the general public on the interpretation and application of rules statutes policies and guidelines which apply to life safety inspections.
Supervise the life safety inspectors and field staff in all aspects of work including hiring assigning work evaluating performance approving or denying leave requests and issuing disciplinary actions.
Conduct data analysis and compile management reports on a regular basis and develop internal policies and procedures to implement regulatory and statutory revisions.
| Knowledge Skills & Abilities (KSAs): |
Knowledge in:
Arizona Administrative Code regulations governing the licensing of child and adult developmental homes life safety inspections and HCBS certification.
Administrative management principles and practices including project management motivational skills and performance measurements.
Federal and State laws regulations and policies pertaining to child and adult developmental homes and life safety rules pertaining to HCBS service sites and developmental homes.
Computer software programs (Web-based applications MS Excel MS Word Google based tools).
Skills In:
Strong leadership skills.
Excellent written and verbal communication skills that allow communication of complex regulatory issues in a clear concise and effective manner to clients.
Excellent skills in interpersonal relations conflict resolution and facilitation of group interaction for staff members.
Ability to:
Formulate interpret and explain policies rules and regulations.
Analyze information identify problems project consequences and make recommendations or develop solutions.
Adapt to new policies procedures and technologies.
Exercise independent judgment.
| Selective Preference(s): |
The ideal candidate for this position will have:
Direct experience with developmental home licensing in Arizona or a Bachelors Degree in management human or social services public administration psychology or government and highly proficient in data analysis and working with spreadsheets.
| Pre-Employment Requirements: |
Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to Drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R.11).
Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agencys ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
